Meet Your Support Team


John Lutrell
Instructional Designer
John Luttrell has over 35 years of experience designing and developing technical training for companies such as McDonnell Douglas, IBM, and Southern California Edison. John employs both ADDIE and SAM methodologies for creating instructional and assessment materials. He is also experienced at multimedia production, including voice-over narration, video/audio editing, and music production. Working with leaders, stakeholders and subject-matter experts, John designed the TRC Power Academy, a competency-driven training program for new-hire substation engineers. He has also developed instructor-led training and web-based training on electrical substation systems, equipment knowledge, and testing and commissioning skills.

Thomas Mortimer
National Field Operations Quality Supervisor
Tom Mortimer is a Safety, Health and Environmental professional. He has over 22 years of experience designing, developing and implementing programs that mitigate or eliminate incidents and injuries through efficient and effective safety management. At TRC, he directs the implementation of employee training programs in accordance with OSHA, DOT and EPA and ensures that reported safety issues and concerns related to job-site equipment, tools, and personnel are answered by Safety or Operations/Project Managers. Tom conducts ongoing trend analysis of incidents and accidents and issues proactive safety programs to enhance a “Zero Accident – Zero Tolerance Culture.”

Matthew Mulka
PE, Principal Commissioning Engineer
Matt Mulka has over 14 years of experience in protection and control engineering and testing. His qualifications include extensive hands-on commissioning, maintenance, troubleshooting and engineering of protection and control systems for distribution and transmission systems at voltages up to 765 kV. Matt has supported projects for clients including Exelon, ATC, Enmax, NIPSCO, MEC, AEP, Ameren, NextEra, and Argonne National Laboratory. As Principal Commissioning Engineer he is responsible for the successful, safe and event free execution of TRC’s commissioning projects as well as staff performance and development. Matt has a Bachelor’s Degree in Electrical Engineering from the University of Notre Dame and a Master’s of Power Engineering from the Illinois Institute of Technology.

Jonathon Stearns
Field Operations Designer
Jonathon Stearns has a creative background in multimedia/film and music. He is an experienced content creator with expertise in all aspects of video and audio production, editing, motion graphics, animation and immersive media (360 VR). He has worked extensively in instructional design, marketing, documentary, and corporate communications, as well as in entertainment, and has had several original works featured in film festivals. Jonathon creates video and motion graphic content and contributes to the writing and development of projects such as web-based training and instructor-led training for TRC’s Field Operations personnel. These include the TRC Power Academy curriculum, refresher web-based trainings and other courses.

William Tutton
Designer- Field Operations
William Tutton has over 17 years’ experience in Instructional Design with an emphasis on eLearning working for diverse organizations including Yahoo!, the University of Southern California, Southern California Edison, and TRC. Before that he was a professional musician and did a summer stint with the Los Angeles County Department of Agriculture in 2000 when he trapped what became known as the Inglewood Gypsy Moth. He was born in Buffalo, New York and educated at the Buffalo State Teachers College before moving to Southern California in 1985.

Mehrsa Aghajafari
MBA, Training Specialist
Mehrsa. Aghajafari has over six years of experience in designing and developing learning materials in academia and the power industry. She collaborates with subject matter experts to develop in-class, technical and non-technical testing and commissioning training courses in the field of testing and commissioning. Mehrsa designs and develops assessments, learning activities, scoring rubrics, performance evaluation surveys and reports. She has a bachelor’s degree in Business Management from Arizona State University and a master’s in Business Administration from West Texas A&M University.
