Project and Quality Management Solutions

Challenge

When the San Bernardino County Transportation Authority (SBCTA) undertook a $500 million project to construct two express lanes in each direction from the Los Angeles-San Bernadino County line to the I-15 freeway interchange, management of the first portion, or Contract 1, required solutions for several technical challenges. Auxiliary lanes within the project corridor were extended to provide additional weaving capacity, eight arterial overcrossing were modified or rebuilt, five railroads over/under crossings were modified, eight freeway-to-freeway connectors were widened and 19 drainage structures were modified.

Solution

As the lead manager of Contract 1, TRC monitored environmental obligations and commitments, developed project management plans, prepared technical documents related to funding, supported a partnering program and the risk management register, prepared estimate updates, and developed agreements. We reviewed and approved the project Quality Management documents, supervised the development of a risk-based audit program for the design submittals and construction inspection, led quality control of SBCTA/Caltrans responses to comments from design packages review, and audited quality records of the Design-Build contractor.

To avoid right-of-way acquisitions and high-volume traffic, the project improvements were developed in the median whenever possible, and construction took place in two phases to minimize congestion on the highway and reduce impacts on local businesses.

Results

Close coordination with SBCTA, Caltrans District 8, the Federal Highway Administration, and local agencies resulted in expedited reviews for each design package upon submittal. In addition to providing Construct Management Support, Quality Management and Engineering Support, including Roadway Engineering, Traffic Engineering, Maintenance of Traffic and Drainage Engineering, TRC provided over-the-shoulder reviews of the design-builder design submittals for roadway, maintenance of traffic and traffic management system, in coordination with Caltrans.
