Featured Programs

The TVA EnergyRight School Uplift Program, co-implemented by TRC since 2020, provides strategic energy management (SEM) training to schools in underserved areas. Through SEM, school staff are engaged and educated on the benefits of energy conservation and renewable energy. The program is currently training over 160 schools in SEM practices, with $7.3 million invested over the next three years.

As part of our work for the New York State Energy Research & Development Authority (NYSERDA), TRC implements the authority’s Workforce Development initiatives, running the Clean Energy Internship Program, the On-the-Job Training Program, managing large-scale training projects and assisting with stakeholder engagement and market research.

TRC helped launch and implement a program designed to support rebuilding efforts in fire-ravaged California communities. The Advanced Energy Rebuild program is a collaborative partnership across multiple California utilities and agencies, with the goal of helping homeowners rebuild more energy-efficient homes with lower greenhouse gas emissions. To date, over 625 new homes have been incentivized by the program.

TRC helps implement an EV charging program for a municipal transportation authority, which is electrifying its fleet vehicles and providing charging for employee vehicles and commuters. TRC supports this program with community impact planning, traffic and real estate analysis, technology implementation, incentive structure design, outreach and tracking GHG emissions goals.

As part of implementing a C&I Energy Efficiency Program for Consumers Energy, a Michigan utility, TRC works collaboratively with the client to develop new customer engagement tools to increase program accessibility, usability, and user experience. By developing digital customer tools, the program team has removed barriers to participation and helped reach a diverse customer base.

TRC implements PG&E’s Energy Savings Assistance Common Area Measures (ESA CAM), a new multifamily initiative that provides energy audits, technical assistance, and construction cost coverage for central system energy efficiency upgrades, from lighting to boilers. The program serves some PG&E’s most disadvantaged customers. Despite constraints from COVID, the program currently estimates providing over $16M in incentives to lowincome customers.

TRC supports a Research & Development field test program in Minnesota to standardize retrofit processes for HVAC building controls. The project will measure energy savings, determine cost-effectiveness, estimate energy and carbon reductions, and evaluate customer acceptance. This research supports Minnesota’s statewide goals to advance research and innovation in energy conservation.

As California marches toward bold zero net energy (ZNE) and climate objectives, local communities are becoming leaders in this initiative: adopting building and vehicle “reach codes” that require better energy performance than the state.  TRC is partnering with cities, utilities and community choice aggregators across CA to set reach code goals, gain community support and demonstrate cost effectiveness.

TRC supports the Archdiocese of New York’s energy conservation initiative to manage costs and decrease the environmental impact of its 1,800-building footprint. As part of our work for the New York State Energy Research & Development Authority (NYSERDA), we’ve helped the Archdiocese save more than $3.3 million in energy costs and reduce more than 7,000 tons in carbon emissions to date.

Decarbonization of the U.S. building stock presents an enormous opportunity to enhance the quality of our built environment and combat climate change, given that commercial and residential buildings account for over 30% of GHG emissions in the U.S. This critical transition – long underway – has recently been catalyzed by the enactment of the Infrastructure Investment and Jobs Act (IIJA) and Inflation Reduction Act (IRA), which promise to bolster the entire clean energy supply chain, including support for the development and enforcement of building energy codes, as well as the introduction of new consumer incentive programs for electric and high-efficiency equipment. As energy utilities and governmental agencies accelerate energy efficiency and decarbonization initiatives for the communities they serve, they are successfully leveraging two important tool sets: 1) Building efficiency and electrification incentive programs 2) Building energy codes, reach codes and appliance standards. Respectively, these are the carrots and sticks of market transformation toward building decarbonization. Presently, governmental initiatives and organizational commitments to decarbonization are motivating industry practitioners to apply these toolsets more aggressively, to accelerate this transition; as a result, the legacy market interactions between these carrots and sticks are increasingly complex and at times, contested. However, our teams and partners who expertly apply both toolsets – designing and implementing incentive programs and supporting local jurisdictions in advancing their energy codes – believe that they can work together.
