OHCS 10-Year Energy Plan

Reducing the energy burden in Oregon affordable housing.

TRC recently partnered with Oregon to develop a 10-year plan to reduce the energy burden and improve energy efficiency in affordable housing statewide. This work supports Executive Order 17-20 the Governor released in 2017 and TRC partnered with Oregon Housing and Community Services, the Oregon Department of Energy, the Oregon Public Utility Commission, and Energy Trust of Oregon.   

As part of the plan, TRC assisted in the development an interactive assessment tool to better understand the current condition of affordable housing in the state. We also identified current technologies that could have the largest impact on reducing energy bills and recommended expanding and developing new programs to support those technologies. 

The plan also recommended key strategies to reduce the energy burden on low-income Oregonians over the next 10 years, as well as development of tools that can be used today to improve implementation of energy efficiency in low-income housing so that some savings can be achieved now.
