Williams is a 100-year-old energy infrastructure company focused on connecting North America’s significant hydrocarbon resource plays to growing markets for natural gas and natural gas liquids (NGLs). Williams’ interstate gas pipeline, gathering and processing operations span the United States, including strategic assets in the deep-water Gulf of Mexico, the Rockies, the Pacific Northwest and along the Eastern Seaboard. They also own and operate significant midstream gathering and processing assets across Oklahoma and Kansas.
The Williams’ Bluestem Pipeline is a 189-mile, 16-inch natural gas liquids (NGL) pipeline originating at MidContinent Fractionation & Storage LLC’s (MCF&S) facility in Conway, Kansas. When completed, it will deliver NGLs to the Targa Resources proposed pipeline system near Kingfisher, Oklahoma. The permitting for the project was completed in January 2020, and construction started in Q1 2020 with a target in-service of Q1 2021.
Williams has been working with TRC on this project for a number of years providing routing, FEED, cost estimating and other support. We are providing an integrated services approach including engineering, material management, technology, survey, land, ROW and environmental services. This has resulted in better coordination amongst the various services involved in the project and has translated into increased efficiencies in both cost and schedule.
Project Highlights:
- Bluestem Pipeline LLC is a wholly owned subsidiary of the Williams Companies
- New pipeline system in eastern Kansas and Oklahoma
- System will originate in Conway, Kansas, and will be designed to transport 120,000 barrels-per-day (bpd), expandable to 225,000 (bpd)
- System will deliver NGLs to William’s customer’s pipe
The strong coordination and the leadership of both teams has been important to the success of the project. The integrated land, survey, right-of-way easement acquisition, environmental permitting and engineering services that we provided contributed directly to the completion of all these pre-construction activities by early 4Q 2019 in support of the 2020 construction schedule. We have worked collaboratively to identify and manage a wide variety of stakeholder risks to ensure the project remains on schedule and within the sanctioned budget.
Leadership, coordination, technology and integrated services have all positively impacted the Williams Bluestem pipeline project. Williams values TRC’s continued support and both organizations are looking forward to successful projection completion.
