Air Pollution Controls and Compliance Strategies

TRC provides air pollution control system engineering and technical services related to strategic environmental planning, ambient air quality monitoring and modeling, regulatory oversight, and training.

Guam Power Authority (GPA) provides electricity to the island territory’s 180,000+ residents. GPA has several initiatives underway to address increased demand and strain on generation and transmission infrastructure, to modernize and comply with new environmental regulations, and to provide reliable and efficient electric power to residents, military and the Island’s many visitors.

Under a multi-year contract with GPA, TRC provides air pollution control system engineering and technical services related to strategic environmental planning, ambient air quality monitoring and modeling, regulatory oversight, and training. Environmental compliance initiatives completed have included:

  • Evaluation of options for regulatory compliance,
  • Assisting in redesignation of sulfur dioxide (SO2) non-attainment areas,
  • Performed dispersion modeling to assess impacts of implementing various repowering options,
  • Permitting for existing plant modifications and new plant development,
  • Design and implementation of an Ambient Air Quality Monitoring Program, and
  • Environmental and technical support for the deactivation of selected generating assets.

Air pollution control system engineering and installation services include:

  • Design, specification, and bid of oxidation catalyst systems retrofits,
  • Procured and shipped oxidation catalyst, silencer, stack, and monitoring equipment,
  • Provided construction inspection, commissioning assistance, and compliance stack testing,
  • Provided Notification Compliance Status and documented the results of the initial compliance stack testing and data from the installed Continuous Parameter Monitoring System (CPMS), and
  • Developed Site Specific Monitoring (SSM) plans to ensure proper installation, operation and system maintenance of the CPMS.

GPA now has a cost-effective plan to bring their generation facilities into compliance with current environmental standards, while meeting the growing energy demands of the island’s population. Retrofit of the peak power stations has been completed and improvement of the baseload power stations is ongoing.
