National Grid planned to decommission its 100 MW Far Rockaway Generating Site in accordance with approved plans. National Grid required Owner’s Engineering Services for abatement, decommissioning, demolition and restoration of this site, which is located on the shores of Mott Basin in a residential community. The project scope includes comprehensive permitting and protection of other generating stations on this property.
TRC provided Owner’s Engineering Services including program and project management, structural surveys, asbestos and regulated materials surveys, asset valuations, environmental site assessments, permitting, closure of cooling water structures, plans and specifications and procurement support services. National Grid issued these detailed plans and specifications for bid to qualified contractors. National Grid and TRC evaluated fixed price proposals prior to awarding a contract.
Safety is our highest priority, and National Grid and TRC completed the design and procurement phases of this project with ZERO incidents or accidents. National Grid and TRC developed a detailed scope of work, a baseline schedule and cost estimate, including a credit for scrap and salvage value. During the procurement phase, National Grid was able to pre-qualify contractors and obtain competitive bids based on a defined scope of work and implementation schedule. During the construction phase, TRC provided resident inspection services to ensure compliance with safety, environmental and contract.

Support an Integrated EHS/ESG Management System

While a Phase I Environmental Site Assessment (ESA) is a common method for identifying environmental liabilities during transactional due diligence, the ASTM International standard for Phase I ESAs (E1527-13, with proposed E1527-21 awaiting adoption) omits regulatory compliance from its scope. For properties containing operations that may be applicable to environmental compliance regulations, performing a limited environmental regulatory review can identify potential deficiencies with the environmental management of the facility. A limited environmental compliance review typically evaluates the presence of material findings that may exist in a facility’s management of its environmental compliance requirements. Material findings are defined as a condition of non-compliance that could necessitate expenditures, not including attorney fees or regulatory agency penalties, in excess of a specified dollar amount or materiality threshold. The materiality threshold is based on the client’s risk tolerance and is often in the range of $50,000. However, this amount is arbitrary and can be revised as appropriate. Non-material deficiencies, those identified below the materiality threshold, would still require action but are within the client’s risk tolerance.
