Baton Rouge, Louisiana
The City of Baton Rouge, Parish of East Baton Rouge, selected TRC to perform engineering design services for the construction of a four-lane divided curb and gutter roadway with raised median, sidewalks (boulevard section) and subsurface drainage that will replace an existing 2-lane roadway on Old Hammond Highway (LA 426). The limits of the project extend from 1,135 feet east of Millerville Road to 850 feet west of O’Neal Lane (LA 3245). This $12.1 million undertaking is part of the City’s “Green Light Plan” (GLP) that evolved from a 2005 citizen supported referendum which extended the Half-Cent Sales Tax to fund a number of critical transportation projects for the City of Baton Rouge.
TRC’s design services included the development of a roadway design study, corridor survey, Right-of-Way (ROW) mapping, and final design and construction engineering services.
Various environmental services were also provided that included the development of wetland delineation and permit applications, a Phase I Environmental Site Assessment (ESA), a Noise Impact Study, and a National Environmental Policy Act (NEPA) Environmental Assessment (EA).
During the environmental phase, one public meeting was held and one design public hearing was conducted to inform the public of this project and receive their feedback. Prudent comments and suggestions were subsequently incorporated.
Final design included major drainage improvements which involved moving from an open ditch system to a subsurface system, as well as the improvement of outfalls. Subsequent sewer design was also included and consisted of a lift station and tie-in to area force mains.
Roadway design and construction staging were crucial issues to this project due to the tight constraints with drainage outfalls and access to nearby subdivisions and businesses.
