Site Design and Permitting - Virginia Military Institute Aquatic Center

As a partner to the Virginia Military Institute, TRC supported the permitting and compliance required to build a new 58,000 square foot Aquatic Center. The Center represents the third and final phase of the VMI Corps Physical Training Facility Program and includes a 75-meter pool, classrooms, offices and spectator seating for 750.

Challenge

The Aquatic Center building site was traversed by several wet and dry utility lines including sewer, power, gas and telecommunications. Developing and constructing in areas that involve wet and dry utilities requires careful planning, coordination and expertise to ensure that the project is completed successfully while minimizing potential risks to the utility lines and avoiding related environmental impacts.

Solution

TRC led the sitework design for the project, including developing the stormwater management systems and hardscape elements. We also prepared, submitted and secured the required building permits for VMI to advance the project. Our team ensured permit conditions were followed during construction and submitted permit applications to the Virginia Department of Environmental Quality (DEQ) on schedule, and we confirmed that work was completed in accordance with the approved permits. Additionally, TRC prepared stormwater management documentation for DEQ to support VMI’s compliance with mandated regulations.

Results

The facility was completed and will be utilized by local ROTC programs, the VMI Physical Education Department, faculty and varsity and club sports teams. It will provide a much-needed space for several programs including military survival swimming, physical education classes, NCAA swimming and diving practice and competitions, NCAA water polo practice and matches, physical therapy, swim qualifications for military schools and faculty/staff wellness programs.
