North County Transit District Stormwater Management Services

Challenges

The North County Transit District (NCTD) of California is subject to the Phase II Small Municipal Separate Storm Sewer System (MS4) General Permit. To meet the permit requirements, NCTD contracted with TRC to develop and implement project specific programs and stormwater management services to achieve and maintain the compliance objectives.

Solutions

To assist NCTD with Small MS4 General Permit performance improvement and sustainable stormwater management, TRC helped develop programs, plans and standard operating procedures (SOPs). These services included:

• Creation and Management of NCTD Storm Drain GIS Database including Outfall Map
• Legal Authority Certification
• Education and Outreach Program
• Storm Water Management Plan Updates
• Landscape Design and Maintenance Management Plan
• Program Effectiveness Assessment and Improvement Plan
•  SOP for Facility and Operations and Maintenance Activity Assessments
• Operation and Maintenance Verification Program for Installed Storm Water Treatment Systems
• Revision to Industrial General Permit (IGP) SWPPP Documents as Needed

TRC developed training modules and knowledge assessments for NCTD staff to comply with the Small MS4 General Permit requirements. These training topics included pollution prevention, landscape design and maintenance, industrial and construction compliance and Illicit Discharge Detection and Elimination (IDDE) Program. The TRC team also conducted standardized inspections at NCTD’s maintenance facilities on an annual basis. These inspections included Hotspot Facility Assessments, Post-Construction BMPs Inspections, Total Maximum Daily Load (TMDL) wet and dry weather sampling events, Storm Drain System Mapping and Inspection tools and Trash Assessment via On-Land Visual Trash Assessment (OVTA) Protocol C.

TRC also prepared Standard Operating Procedures (SOPs) for NCTD’s Operation and Maintenance (O&M) Activity Assessment Program. TRC implements the SOPs when conducting quarterly assessments of NCTD’s O&M activities.

Results
