TRC to Cap High-Profile Los Angeles Landfill as First Step in Ambitious Mixed-Use Makeover

LOWELL, Mass. – TRC, a leading provider of end-to-end engineering, consulting and construction management solutions fueled by innovative technology, has been awarded a $100 million environmental management contract to help bring a former Los Angeles county landfill next to I-405 back to life.

RE | Solutions, the company chosen to prepare the site for a future mixed use retail development, selected TRC to oversee the capping of the 157-acre Cal Compact landfill next to I-405 in Carson.

“TRC is excited to add our unparalleled environmental expertise to this project and play a pivotal role in bringing this contaminated site back to life after half a century of dormancy,” said Mark Robbins, acting president of TRC’s Environmental Sector.

The landfill opened in 1959 and was filled with 6 million cubic yards of solid municipal trash and construction debris and 6.3 million gallons of industrial liquid waste. It closed in 1965 – three years before the city of Carson was incorporated – and has been vacant ever since.

TRC has already begun working on the first phase of the project – a 50-acre section that will be transformed into the Los Angeles Premium Outlets, a high-end shopping destination with 150 stores spread across more than 400,000 square feet of retail space.

The project entails regrading the site, performing compaction work on existing landfill locations, covering them with a multi-layer cap and backfilling.

The impermeable landfill cap – a thick sheet of plastic that will be covered with soil – will contain the landfill waste, prevent surface water from running into the waste zone or the underlying groundwater and impede the release of any landfill gases.

The site has been overseen by the California Department of Toxic Substance Control since 1988. The agency has spent $41 million on preliminary cleanup efforts.

As far back as 1978 – when the landfill was little more than an illicit spot for locals to ride dirt bikes and hunt jackrabbits – the site was considered for an NFL stadium by the Los Angeles Rams. In 2015 the San Diego Chargers and Oakland Raiders resurrected the idea by proposing to build a shared stadium. But the project never came together

“This is a game changer for the City of Carson,” said Carson Mayor Albert Robles. “This project will generate significantly more revenues for the City than the previously considered NFL stadium, but with less impact to the surrounding neighborhoods.”

The mall is slated to open in late 2021.
