Statewide Contract for Precast/Prestressed Plant Inspection

Ensuring the quality of fabricated concrete products used in PennDOT projects has been priority one for TRC’s concrete plant inspectors for 25 years.

TRC is under contract to the Pennsylvania Department of Transportation (PennDOT) to perform inspections of precast/prestressed concrete fabrication plants throughout a 10-state area in the northeastern United States that supply prefabricated prestressed and precast concrete projects for Department projects throughout the state. Plants that have been staffed under this contract are located in PA, NJ, VT, CT, NY, DE, MD, OH, KY, and MI. TRC has continuously staffed and managed this contract since 1990, including numerous multi-year renewals.

Typical duties of our Inspectors include:

  • Verification of plant QA/QC programs
  • Witnessing of materials sampling and testing
  • Pre-pour set-up and dimensional checks
  • Inspection of stranding and detensioning operations
  • Verification of rebar cage assembly and position
  • Witnessing of 3-edge bearing tests
  • Concrete material quality assurance
  • Concrete placement inspections
  • Post-pour inspections
  • Verification of finishing and aesthetics
  • Inspection of shipping procedures

Types of products that are inspected under this contract include, but are not limited to: prestressed bridge beams, precast box beams, sound wall, box culverts, median barrier, and Reinforced Cement Concrete (RCC) pipe. Inspectors that are assigned under this contract are required to maintain active certification from the American Concrete Institute (ACI) and / or Precast Prestressed Concrete Institute (PCI).
