US 101 / SR-23 Interchange Improvement Project

The US 101 / SR-23 Interchange improvement project, initiated by the City of Thousand Oaks (City), Caltrans District 7 and the Ventura County Transportation Commission (VCTC) reduces congestion, enhance safety and improve travel times at the US 101 / SR-23 interchange in Thousand Oaks.


Currently, the interchange is one of the most congested freeway segments in Ventura County during peak travel periods because the number of vehicles exceeds freeway capacity. To improve traffic flow and ease congestion, the project widened three bridges, re-aligned the Moorpark northbound on-ramp and off-ramp, added an additional lane to the southbound SR-23 / northbound and southbound US 101 connector and added various soundwalls and retaining walls throughout the project limits.

TRC was brought on to assist the City and Caltrans District 7 with managing a comprehensive public information campaign aimed at informing the businesses, residents and commuters of construction activities. TRC was in charge of planning a groundbreaking ceremony, community meetings, conducting door-to-door business visits, managing a database, developing and distributing a weekly construction alert that highlighted the closures and detours, as well as major construction activities. Our public outreach team was also responsible for social media, copywriting and creating all collateral for the project including a project logo.
