Pennsylvania Turnpike Mainline Reconstruction, MP 0 to MP 10

TRC provided the Pennsylvania Turnpike Commission (PTC) with Project Management/Construction Inspection Services for this major, $134 million project that served to widen the mainline roadway from four to six lanes in each direction from MP 0.0 at the Ohio State Line to MP 10 on the Pennsylvania Turnpike. The project included a reconstruction of the Gateway Toll Plaza at Milepost 1.8. Broken down into the following three contracts, the project included the PTC’s first use of Design-Build for a Mainline Reconstruction Effort.

Contract #1 involved the reconstruction of mainline Turnpike roadway between MP 240.46 on the Ohio Turnpike to MP 2.25 on the Pennsylvania Turnpike. The existing roadway surface was replaced, 12-foot shoulders were added, and two 12-foot lanes were maintained in both the WB and EB directions. Improvements were also made to the Gateway Toll Plaza and one bridge structure. Project delivery was accomplished using traditional Design-Bid-Build method.

Contract #2 included the replacement of two bridges and roadway approaches, one at MP 4.33 and the second at MP 8.96. The bridge located at MP 4.33 represented a new two-span concrete box beam structure which replaced the existing steel girder bridge. The bridge located at MP 8.96 represented a new two-span concrete box beam structure which replaced the existing steel girder bridge. Project delivery was accomplished using Design-Build method.

Contract #3 involved full-depth total roadway reconstruction between MP 1.89 and MP 9.89 which converted the previous four-lane facility into a six-lane facility with three, 12-foot travel lanes eastbound and westbound, a 26-foot median, and 12-foot shoulders. The contract also included the replacement of three at-grade structures and two overhead structures. Project delivery was accomplished using Design-Build method.

TRC provided a comprehensive project management / inspection team that included a Construction Manager, two Resident Engineers, a Project Engineer and Office Manager, up to 10 Inspectors at peak periods, an Environmental Specialist, and a website designer. Our design staff was utilized for design review and consultation, while a schedule reviewer was used on an as-needed basis.
