Redevelopment of National Standard Brownfield Site

The 35-acre former National Standard site is located in a mixed-use commercial and residential area of Clifton, NJ.

From 1907 to 1988, the facility was used for the production of steel products, which took place in a series of buildings occupying approximately 250,000 square feet. Heat and hot water were generated on-site by burning coal, heating oil, natural gas and propane.

What remained at the site was a coal gasification plant and a solid waste landfill that received non-hazardous materials during decommissioning. After the plant closed, the land was left in a disorderly and unusable state until the City of Clifton transformed it into a beneficial public space with senior housing and a recreation complex.

TRC served as the project’s Licensed Site Remediation Professional (LSRP)-of-Record. We were an integral part of the redevelopment process for all phases of investigation and remediation, including preparation of proposals and applications for public funding via the Hazardous Discharge Site Remediation Fund and the Green Acres Program.

The central portion of the property, which includes the former landfill, was remediated and graded for future expansion of the recreation complex.

As part of this process, TRC assisted the city in maintaining Green Acres eligibility and obtaining landfill closure approval from the New Jersey Department of Environmental Protection. TRC also worked with the city’s engineering consultants and contractors to ensure the work was performed in accordance with the environmental requirements.
