PFAS and Perchlorate Groundwater Treatment Facilities

Project Challenges

SCVWA implemented water treatment processes to remove the perchlorate and PFAS water contaminants from the groundwater as part of their investment in their long-term water supply. This project was critical to supplying water to the residents of Santa Clarita and minimizing the necessity to purchase water from an outside source causing rate increases to the customers.

TRC Solutions

The project consisted of the installation of eight new, owner-furnished, ion exchange vessels, associated yard and chemical treatment piping and its appurtenances for two separate well facilities. The TRC team performed construction management and inspection services to help keep the project budget, documentation, and schedule on track.

The TRC Construction Manager (CM) performed management of document control, reviewing and responding to the contractor’s schedule, submittals, Requests for Information (RFIs), and clarifications. The CM also managed the budget, reviewed change orders to ensure they had merit, prepared cost analyses to identify any potential costs associated with the requested changes, made recommendations to the client, and approved and/or revised change orders for processing.

The TRC inspector’s responsibilities ensured that the contractor’s improvements were completed in compliance with the approved contract documents. Additionally, our inspectors prepared and documented daily activities, including equipment and manpower tracking, quantity reporting, and providing daily photodocumentation of construction progress.

TRC managed the procurement of the ion exchange vessels through Evoqua and was responsible for the execution of the procurement contract, the management of the manufacturing schedule and management of delivery to the site for installation and payment release per the agreement.

Client Benefits

The project was completed and ion exchange vessels and associated yard and chemical treatment piping were installed at both well facilities and are successfully removing PFAS and perchlorate from Santa Clarita’s groundwater.
