TRC supported expedited development and implementation of a new Facility Response Plan and Emergency Response Action Plan to meet both EPA Region 5 and U.S. Coast Guard requirements, allowing the client to add bulk diesel fuel at the site.
Sunrise Ag Energy, LLC established the business objective of providing a local source of diesel fuel to support its clients needs in southwestern Illinois. To meet this objective, the company purchased a marine and bulk petroleum terminal in Meredosia, Illinois, along the Illinois River. The company updated site equipment and constructed a new truck receiving/load rack.
TRC Solutions:
A TRC project team was established to gather facility and emergency response information; review existing company operating procedures; complete a hazard identification and vulnerability analysis; evaluate strategies to address small, medium, and worst case oil discharge scenarios; and establish the U.S. Coast Guard National Preparedness for Response Exercise Program (PREP) based drills/exercises and training to implement the Plans.
The Facility Response Plan (FRP) and Emergency Response Action Plan (ERAP) were prepared in accordance with the National Oil and Hazardous Substances Pollution Contingency Plan (NCP), applicable Area Contingency Plan (ACP), and the U.S. EPA Region 5 Regional Contingency Plan. Approval of the Plans were secured through the U.S. Coast Guard and U.S. EPA Region 5 and satisfied the following regulatory requirements:
- U.S. Coast Guard OPA 90 Plan, 33 CFR Part 154.1035
- U.S. EPA OPA 90 Plan, 40 CFR Part 112.20
A written task implementation plan was prepared and reviewed with the company to ensure that the requirements of the Plans were assigned, tracked, completed, and sustained.

NERC Proposes Compliance Monitoring and Enforcement Plan for 2019

This month, NERC released the first draft of its 2019 Compliance Monitoring and Enforcement Plan (CMEP) which identifies power delivery system risks and outlines compliance audit requirements for next year. The risk elements outlined in the plan include significant differences from previous years, as shown in the table below. Each NERC region must consider these risks as they develop their monitoring and audit scopes for utilities. Utilities should be prepared to be audited and implement any necessary compliance initiatives in these areas.
