Gas Pipeline Expansion in Congested Urban Area

Once operational, the NJ-NY Project will deliver 800,000 dekatherms per day (Dth/d) of new, critically-needed natural gas supplies to metropolitan New Jersey and New York.

A confidential client received certificates of public convenience and necessity from the Federal Energy Regulatory Commission (FERC) for the construction of the New Jersey-New York Expansion Project (NJ-NY Project). The NJ-NY Project involved the construction of approximately 20.3 miles of multidiameter pipeline, associated pipeline support facilities, and six new metering and regulating stations. Project challenges included urban construction, a 2.5 year permitting process, challenging FERC Process (not typical PF schedule), contaminated soils and groundwater, over 7 miles of horizontal direction drills, strict TOY construction windows in Hudson River, 1.5 years of construction and incremental FERC notice to proceed approvals.

For this project, TRC:

• Provided management, implementation, and coordination of field surveys including wetlands and streams, threatened and endangered species, and cultural resources.
• Managed the permitting and construction logistics for handling contaminated soils and groundwater.
• Coordination of, and participation in, federal, state, and local agency meetings.
• Involvement in the FERC Pre-Filing Process and preparation of FERC Section 7(b) and Section 7(c) Environmental Resource Reports.
• Consultation with and preparation of over 39 federal and state permit applications including: U.S Army Corps of Engineers (USACE) Section 404/Section 10 Permit; U.S. Fish and Wildlife Service (USFWS) and U.S. Department of Commerce National Oceanic and Atmospheric Administration (NOAA) Section 7 Endangered Species Act consultation; New Jersey, New York, and Connecticut Water Quality Certification pursuant to Section 401 of the Clean Water Act.
• Managed and coordinated the Supervisory Environmental Training Program; to date over 550 persons have been trained.
• Provided 25 Environmental Inspectors (soil and construction) onsite daily during construction and managed the recordkeeping efforts.
