FERC Permitting for 1 BCF LNG Plant

TRC prepared and submitted the Environmental Report (ER) in support of the Federal Energy Regulatory Commission (FERC) Application for a Certificate of Public Convenience and Necessity for a new liquefied natural gas (LNG) import terminal in Coos Bay, Oregon.

In order to meet the needs for a new access point for liquefied natural gas (LNG) supplies in the Pacific Northwest, Jordan Cove Energy Project (JCEP) sought authorization to site, construct, and operate a LNG import terminal in the International Port of Coos Bay, Oregon. The LNG terminal unloading berth would be constructed at a new slip to be constructed by the Port of Coos Bay. The JCEP is designed to have a peak send out capacity of approximately one billion cubic feet of gas per day (1 Bcf/day). Associated with the JCEP is the Pacific Gas Connector Pipeline (PCGP) which takes the gas from the LNG terminal and deliver it to a point at Malin, Oregon.

TRC prepared and submitted the Environmental Report (ER) in support of the Federal Energy Regulatory Commission (FERC) Application for a Certificate of Public Convenience and Necessity in concert with JCEP’s engineer, Black & Veatch. In addition, TRC prepared an Air Contaminant Discharge Permit (ACDP) application and has continued to provide the Oregon Department of Environmental Quality (ODEQ) with additional information and analyses in support of this permit application. In concert with PCGP, TRC supported the preparation of an Applicant Prepared Biological Assessment (BA) and also supported the Port in the development of mitigation options. JCEP also required TRC’s support in the preparation and submittal of various Oregon permit applications.

As a result of TRC’s permitting and regulatory compliance activities on the Jordan Cove Energy Project, JCEP received the FERC certificate which allowed the Project to continue to work toward a construction start date pending the completion of the PCGP permitting process.
