Prime Consulting Solutions For An 11-mile Highway Widening Project In San Bernardino, CA

Challenge

TRC leads the delivery of the PS&E for SBCTA’s I-10 Express Lanes Program (Contract 2). Contract 2 will construct one express lane in each direction of I-10 from the I-15 interchange in the City of Ontario to just east of Pepper Avenue in the City of Colton, a total distance of approximately 11 miles. The team’s proactive approach is to design an express lane facility that can accommodate a future second express lane. Additional project improvements include construction of over 7,000 feet of soundwalls, over five miles of retaining walls, corridor-wide safety device upgrades, signing and pavement delineation, drainage design, electrical design, tolling system design, widening or reconstruction of nine bridges, close coordination with the Union Pacific Railroad, and a significant number of new BMPs.

Solution

In addition to managing the project, TRC is responsible for all aspects of design, including highway and bridge design, drainage, retaining walls, soundwalls, and quality management. As the prime designer, the TRC team is also responsible for the construction staging/traffic handling plans, signing and pavement delineation plans, electrical system plans, and the Transportation Management Plan for the entire 11-mile corridor.

Results

In total, TRC has delivered over 3,500 plan sheets. Close coordination has been required among all disciplines to make sure all facilities can be constructed with no conflicts.

TRC, working closely with surrounding cities, Caltrans, and SBCTA, is also developing a comprehensive Transportation Management Plan and construction staging sequencing that balances short-term and long-term impacts to the traveling public with the safe, efficient delivery of this highway construction project without compromising public or worker safety, or the quality of the work being performed on the State Highway System.
