Expedited Delivery of Multi-Segment Improvements for Orange County, CA

Challenge

Caltrans District 12’s $62 million project to improve SR-91 in Orange County required an expedited delivery of Project Approval/Environmental Documents (PA/ED) and Plans, Specifications, and Estimates (PS&E). This complex project included pavement rehabilitation, HD CCTV upgrades, fiber optics and conduit replacements, video detection cameras at off-ramp intersections, smart lighting non-PTZ cameras at on-ramp entrances or merging areas, the replacement of concrete panels, overlaying asphalt concrete, upgrading existing drainage systems, relocating roadside facilities to safe work locations, replacing overhead sign panels and sign structures, and upgrading the existing Metal Beam Guardrails to Midwest Guardrail System.

Solution

The overall project was broken into five segments, allowing the improvements to better integrate with a multi-segment improvement project on SR-91 currently being prepared by the Orange County Transportation Authority (OCTA). During the PA/ED phase, TRC prepared the Storm Water Data Reports (SWDR), the Transportation Management Plans (TMP), electrical plans, drainage plans and sign plans. We also led the preparation of the Project Report for Segment 4, a 1.6-mile segment stretching from the SR-91/SR-55 interchange to halfway between Lakeview Avenue and Imperial Highway. During the PS&E phase, we prepared the roadway plans, construction area sign plans, utility plans, drainage plans, SWDR, electrical plans, and the TMP.

Results

In close coordination with the Caltrans District 12 and OCTA, we successfully met the project requirements on an expedited schedule. Our team coordinated with the other design segments as well as the consultant team for the OCTA PS&E project within our project limits. These efficient communications ensured that project design features are not duplicated between segments.
