Port of Houston Authority Security Initiative

As part of a design/build contract, TRC provided extensive master plan design and engineering consulting services to the Port of Houston to improve port-wide security. Work involved analyzing the port’s existing operations, determining security gaps and managing construction and installation of upgrades.

The Port of Houston is a 25 mile-long (40 km) complex that includes public facilities as well as private facilities of 150+ companies. It is the largest port in the United States in terms of foreign waterborne commerce.

As part of a competitive design/build contract, TRC was selected to provide extensive master plan design and engineering consulting services for a port-wide security initiative. The multiyear project included analyzing the port’s existing operations, determining security needs and managing construction, installation and deployment of required upgrades.

TRC’s work included the following:

  • Threat Vulnerability Assessment
  • Master Planning
  • Port Infrastructure (Physical and Electronic) Security System Design
    (CCTV and Access Control)
  • Security Emergency Response Plan
  • Supplemental Security Vulnerability Assessment
  • Design Basis Threat Matrix

TRC performed a comprehensive facilities assessment of threats, vulnerabilities and the security environment that characterized existing security policies, assets and protection features. We helped define expected threats, their criticality and the consequences of inaction.
