TRC selected as Owner’s Engineer and later as the prime contractor for decommissioning plant facilities.

Challenge

NRG selected TRC as Owner’s Engineer and later as the prime contractor for decommissioning five peaker plant facilities for Cabrillo Power II LLC located in San Diego, California. These five facilities are on San Diego Gas & Electric (SDG&E) property and were leased to Cabrillo Power II LLC for use. Cabrillo Power II LLC decommissioned each site and terminated their lease agreements so that SDG&E could reuse their properties. The key challenge to the project was SDG&E and NRG’s desire to quickly complete the process to avoid lease extension issues.

Solution

For all five facilities, TRC and Source California Energy Services conducted a drawing review of hundreds of SDG&E utility drawings. Based on this review and subsequent site visits, TRC created drawings that showed underground utility locations and recommended decoupling points to be used during abatement and demolition activities. TRC included photographs at pertinent decoupling locations and detailed notes to make the drawings as comprehensive as possible. The drawings were utilized for a variety of reasons that included:

  • Use by subcontractor for demolition bid preparation purposes
  • Use during environmental regulated materials surveys
  • Use during monthly progress meetings with SDG&E
  • Use during abatement and demolition activities to verify utility locations
  • Ultimately, revised to become “as-left” drawings given to SDG&E within a turnover lease termination package TRC was awarded the contract to work with IDR, the selected demolition firm to oversee the remaining work.

Results

TRC provided turnkey services to complete the demolition process aiding the client in avoiding lease extension issues. Ultimately TRC led its team to perform:

  • Regulated materials surveys and removal oversight
  • Dismantling and removal of eleven gas turbines
  • Demolition of over 450,00 gallons of above ground storage tanks (AST), reverse osmosis (RO) tanks, RO skids, piping and associated appurtenances
  • Removal of all foundations
  • Removal of all underground utilities related to the facility
  • Soil excavation, pursuant to local and state agency oversight
  • SWPPP preparation and inspections
  • Site grading permitting, oversight and restoration
