Challenge

The City of South San Francisco is undertaking a citywide condition assessment of its wastewater collection system to reduce the risk of sanitary sewer overflows, extend asset life, and guide long-term capital improvements. With hundreds of miles of aging sewer pipelines—many installed more than 50 years ago—the City recognized the need for experienced support to manage and oversee this large-scale effort.

Solution 

TRC is providing project management and office engineering services to assist the City in executing this initiative efficiently and effectively. Our team oversees the work of Presidio Systems, the contractor performing cleaning and closed-circuit television (CCTV) inspections across the city. TRC’s role includes daily coordination with the City’s Wastewater Operations Team to ensure inspections are aligned with system operations and to resolve conflicts that arise in the field.

We support field logistics by reviewing traffic control plans and coordinating site access—particularly in areas with limited right-of-way or easement constraints. As inspection data is collected, TRC reviews CCTV reports for accuracy and completeness, then works closely with the City’s GIS and IT teams to update both the GIS database and the GraniteNet asset management system used by operations staff to track pipe condition and maintenance history.

Beyond day-to-day management, TRC plays a key role in helping the City interpret the results of this condition assessment and prioritize both immediate spot repairs and future capital improvement projects, including high-need areas such as the Oyster Point Sanitary Sewer.

Through this partnership, the City is developing a complete and accurate understanding of the condition of its wastewater collection system. With TRC’s support, South San Francisco can move forward confidently with data-driven planning, optimized maintenance, and targeted infrastructure investments that protect public health and environmental quality.
