Statehouse Security Assessment and Master Planning

A historic statehouse and award-winning botanical grounds that had been the target of multiple protests, some violent, resulted in substantial damage. TRC assessed security structures and operations, prioritized recommendations and developed a security plan to sustain improvements.

Challenge

Differences in priorities and communication practices created gaps in the security structure and practices at this site. Preserving public access while improving security was paramount at this capitol located in a dynamic urban environment.

Solution

TRC’s seven-member assessment team reviewed the buildings, grounds, mechanical systems and security operations of the capitol campus. We conducted interviews with over 45 stakeholders, from the facilities to the gift shop to the governor’s office, to ensure a comprehensive understanding of the needs and concerns related to the structural and architectural design, utilities and power/emergency systems, security and law enforcement presence, access controls, visitor screening, sheltering ability and preservation of art and artifacts, as well as maintenance of robust public access.

Our team provided a thorough report and forward-looking plan to implement and maintain sustainable improvements and conducted, an in-person presentation with stakeholders.

Results

TRC identified opportunities for improved physical security measures and procedural changes, as well as facility upgrades that that could be included in pending capital improvement plans. Additionally, more efficient emergency notification tools and practices were presented for better emergency response and communication.
