Award-Winning Project Delivers Seamless Connectivity Along Active Rail Lines
Challenge
Caltrain’s new fleet of electric trains were designed to offer free, equitable, reliable and high-speed 5G Wi-Fi service onboard. Construction was to be completed along an active rail line without disrupting daily train service while navigating existing infrastructure and minimizing new material use by reusing conduits. Beyond simply providing connectivity, an essential outcome was to provide a best-in-class passenger experience as it relates to internet speed, latency, and ease to connect.

Prior to construction, TRC conducted surveys at every site to identify existing infrastructure, identifying preexisting fiber optic lines used as power sources and minimizing the conduits. Our extensive knowledge of rail operations and safety protocols enabled us to execute construction with minimal disruption to active Caltrain and freight services.
We oversaw all phases of the project, providing comprehensive construction management that included stakeholder coordination, safety enforcement, daily inspections and schedule management. The hands-on management involved overseeing contracts and maintaining the project schedule, while prioritizing worker safety.
Daily and weekly meetings with Caltrain, contractors and railroad operators established seamless integration with ongoing operations. The installation of power systems, fiber optic cables and mmWave radio antennas was streamlined by reusing existing infrastructure, which reduced both time and cost.
Results
Technical knowledge and experience with broadband communication installation along active railways played a key role in facilitating the on-time completion of the project. Proactive management not only delivered high-speed onboard Wi-Fi but also a regional advancement in transit connectivity, with Wi-Fi performance exceeding expectations. The project boosted public transit use, reduced emissions and enhanced commuter satisfaction. Through innovative solutions, the team improved transit infrastructure and supported long-term electrification and sustainability goals. As a result of its achievements, the project was recognized with the CMAA NorCal 2025 Community Impact Award.
