Developers of energy projects and data centers are operating in an unprecedented environment. Shifting policies, heightened regulatory scrutiny, unfamiliar technology and rising community expectations have made project delivery harder. Stakeholders want proof that a project benefits them. Regulators increasingly require it.
Economic Impact Analysis (EIA) has become a core part of the project development process. It is no longer something you commission to check a box. Done well, it shapes how a project is positioned, approved and built. This is true across all energy types–natural gas, solar, coal plant retirements, LNG, hydrogen, nuclear and more—and the hyperscale data centers that increasingly co-locate with new power sources.
What Regulators and Stakeholders Are Seeking
The regulatory environment is constantly moving. Many states and local jurisdictions already require EIAs as part of the siting and permitting process. The list of those with requirements is growing quickly.
Beyond formal requirements, property tax abatements and other incentives are increasingly tied to demonstrated community benefit. Local governments want to see the numbers before they make commitments.
Community acceptance is its own form of currency. In certain states, agricultural land loss is a flashpoint in energy project disputes. In those cases, the absence of a credible economic story created a vacuum that opponents fill. Developers who engage early and bring real data to the conversation are in a much stronger position than those who treat economic analysis as a late-stage communications tool.
Data centers, in particular, have an opportunity here. These projects generate significant economic activity, but the benefits are not always obvious to host communities. Early outreach backed by solid analysis lets developers shape the narrative rather than react to it.
What a Good EIA Actually Measures
A credible EIA goes well beyond headcount. It captures the full range of economic activity a project generates.
Direct impacts include construction employment and facility operations. Indirect impacts cover supply chain spending. Induced impacts account for what workers and businesses spend in the local economy. Each layer adds to the total picture.
Tax revenue analysis is often underappreciated. A comparison of farmland property tax contribution versus what a solar installation or data center pays, even after abatements, frequently shows a significant increase in local government revenue. That number matters to school boards, county commissioners and other elected officials who have to answer to constituents.
Jobs need to be described carefully. The total number matters, but so does the type of work, the skill level required and whether local residents can realistically compete for those positions. This applies across the full project lifecycle, from early planning through construction and into long-term operations.
Operational impacts and construction impacts are fundamentally different. Construction is a one-time surge. Operations create ongoing economic activity. Presenting both clearly, and separately, is important.
For data centers, there is an additional consideration: equipment refresh cycles. These events generate a second wave of economic activity years after initial construction. That is worth quantifying and communicating.
Why the Modeling Approach Matters
Not all economic analyses are equal. The methodology behind the numbers determines whether the results are credible.
Industry multipliers are one area where errors are common. Using the wrong multiplier for a project type can produce results that are off by a factor of three or more. That kind of error doesn’t just produce bad numbers; it undermines the developer’s credibility with regulators and community members who have seen inflated projections before.
The distinction between construction activity and operational activity is not obvious, but it is significant. A model that blurs those categories can misrepresent the long-term value of a project.
Scale matters too. You can’t take a small project analysis and multiply it up to fit a larger one. Workforce assumptions, local supply chain capacity and other inputs behave differently at different project scales.
Data quality requires validation. The analyst needs enough project-specific knowledge to identify inputs that may be inaccurate or lack local context. Generic assumptions produce generic results that do not hold up to scrutiny.
EIA as a Bridge to Workforce and Community Engagement
An EIA does more than satisfy a regulatory requirement. It can be the starting point for real community engagement.
Jobs promised to a community only deliver if local workers can qualify for them. An EIA that breaks down job types and skill requirements can inform early conversations with trade schools, unions and workforce training programs. That kind of preparation turns a projection into a commitment.
When modeling the economic impact of a coal plant retirement, the analysis revealed a $160 million per year economic gap in the host community. It also identified skilled workforce availability as the top priority for residents. That finding changed how the developer approached its workforce transition planning and community engagement.
Community priorities are not always obvious in advance. In a Texas project, a cooling lake that served as a local fishing spot became a significant negotiating point. Engagement that surfaces these concerns early is far less costly than discovering them after commitments have been made. It also demonstrates the company’s commitment to the community is authentic.
When the Numbers Tell a Difficult Story
Not every project produces a strong local economic benefit story.
If the EIA reveals limited direct benefit to a host community, that information is valuable. It gives the developer the chance to address the gap before others do.
Community benefit agreements are one tool. Scholarships, workforce training programs, park space, local procurement requirements and other commitments can close the distance between what a project delivers and what a community needs. These are business planning decisions, not just public relations moves.
A developer who walks into a community conversation with an honest assessment and a plan to address shortfalls is in a fundamentally different position than one who arrives with only promotional materials.
Commission EIA Early
EIA done well creates a foundation for stakeholder trust, regulatory success and better project planning. EIA commissioned at the last minute, under pressure from a regulator or opponent, rarely achieves any of those things.
The communities that host energy and data center projects are critical stakeholders. They have real needs and real expectations. Economic analysis is one of the most direct ways to demonstrate that a developer takes those needs seriously.
Starting early gives developers time to use what they learn. The findings may change project design, inform siting decisions, guide community engagement priorities or shape the structure of incentive negotiations. None of that is possible if the analysis arrives after the major decisions have been made.
