Improving Traffic Flow and Freight Movement in California’s Fastest-Growing Region
Challenge
The I-15 is a critical passenger and freight corridor for Southern California’s Inland Empire, a region that has experienced substantial growth in population and employment in the past 30 years. Considered one of the most congested bottlenecks in the United States, the I-10/I-15 interchange in San Bernardino County serves 50% of the inter-state truck traffic to and from Southern California. Contract 1 of the San Bernardino County Transportation Authority’s (SBCTA) I-15 Express Lanes project will extend existing toll lanes eight miles into San Bernardino County from the Riverside County line, ultimately providing two express lanes in each direction from Cantu Galleano Ranch Road to Foothill Boulevard, with the goal of relieving congestion for freight vehicles, along with commuters, residents and visitors.
The I-15 Express Lanes project is a collaborative effort between SBCTA, Caltrans District 8 and the Federal Highway Administration (FHWA). Other stakeholders include San Bernardino and Riverside Counties, and the Cities of Eastvale, Jurupa Valley, Ontario, Fontana and Rancho Cucamonga. Coordination with Brightline Express, California’s first high speed rail, is also necessary because the rail line crosses I-15 at Foothill Blvd. in the Rancho Cucamonga area.

Solution
TRC serves as the prime Construction Management consultant for I-15 Express Lanes – Contract 1, which includes more than 30 bridge widening components, as well as various retaining walls, soundwalls, drainage improvements and the widening of existing pavement to support this expansion. We also provided a constructability review for the entire project prior to breaking ground.

Results
Construction is expected to continue through 2028. Once completed, the I-15 Freight and Express Lanes project will support seamless driver experience by connecting Riverside County Transportation Commission’s I-15 Express Lanes to SB Express Lanes on I-15. The expansion will provide congestion relief and improved traffic flow through one of the largest logistics centers in the country, saving travel time and improving trip reliability for all who travel along the corridor. The project further develops and improves Southern California’s entire express lane network, which includes SB Express Lanes, Riverside Express, 91 and 405 Express Lanes, Metro Express Lanes and the Toll Roads network.
