Solution
TRC conducted a comprehensive, visual inspection of all external and accessible internal (during outages) areas of a notable waste-to-energy facility. After the inspection, we developed an Annual Inspection Report using the information gathered prior to and during the inspection. Our team reviewed maintenance records, plant performance data, monthly operation reports, control room and shift supervisor logs, stack emission report and waste inspection logs.
We also attended, observed, and reported the results of the annual stack testing and the Relative Accuracy Test Audit (RATA) conducted at the facility. This included review of testing protocol, observation of the emissions sampling program, and review of the test report prepared by the facility operator. We also reviewed and commented on the Quarterly Excess Emissions Reports, Calibrated Gas Audits (CGAs) and related Loss on Ignition (LOI) test and Semi-Annual Ash Test.
Our team prepared reports providing the analyses, documentation and professional opinions required by the facility’s General Bond Resolution. This included the verification of landfill capacity, existence or absence of default concerning the Service Agreement, summary of annual inspection results and a facility shutdown summary for the bond trustee.
