TRC entered into a contract with Consolidated Edison Company of New York, Inc. (Con Edison) for the assumption of liability and responsibility for the decommissioning, asbestos abatement, demolition, and environmental remediation and long term monitoring of properties owned by Con Edison, including the Waterside Generating Station. The properties comprise a total of 9.2 acres located in mid-town Manhattan and are collectively referred to as the “First Avenue Properties.
TRC’s RE Power team assumed full responsibility for the physical decommissioning of the sites. Work included the asbestos abatement, the decommissioning and demolition of all structures and the environmental assessment and remediation through to closure. The work was completed in 2008; the New York State Department of Environmental Conservation (NYSDEC) issued closure determinations for all sites. It was completed for a fixed price and on a schedule based upon the access to the site. Some of the scope highlights included:
- Removal of a 255,000 gallon underground storage tank.
- Demolition of a 10 story office building.
- Power Plant demolition required removal of exterior steam pipelines, transformer platforms, two turbine buildings, five turbine generators, two boiler buildings, six boilers and three stacks averaging 275 feet in height. Due to presence of lead and plant configuration, one stack had to be dropped in sections using the existing structure as part of the containment.
- Implementing a series of managed falls for stacks and structures to comply with the demolition permits for the site that mandated, in essence -0- impact to the adjacent property owners or the local transportation arteries.
- Closure of pipelines (in place) so as to mitigate impact to local traffic
- Use of Interim Remedial Measures (IRM) as a regulatory strategy to expedite the cleanup of VOC impacted bedrock and soil removal using enhanced bioremediation.
- Using Oxygen Release Compound (ORC®) to achieve a 90% reduction in contaminant levels in the bedrock aquifer as indicated in the site monitoring wells. The site is in OM&M regulatory stage as a result.
- To design and implement a 40-foot deep soil excavation plan that required a slurry wall, sheeting, shoring and dewatering. The carbon treatment system for the dewatering system had a 1000gpm capacity.
In total, more than 100,000 tons of non hazardous soil was disposed of at beneficial reuse sites, over 1000 tons of PCB contaminated soil at designated landfills, 100 tons of lead-hazardous soil, and over 100,000 gallons of oily water as part of its hazardous waste management responsibilities.
