Wastewater Treatment Plant Expansion
Design and construction administration to upgrade aging infrastructure and support a growing community.
Challenge
The City of Elgin, Texas needed to expand its existing wastewater treatment plant (WWTP) from 0.95 MGD to 2.0 MGD to support the city’s rapidly growing population. The aging infrastructure made it necessary to upgraded critical components to ensure compliance with environmental standards and to enhance overall plant efficiency and capacity. The city also needed detailed oversight to ensure the success of the construction phase.
Solutions
TRC provided both design and comprehensive construction administration services for the expansion. Our work included a wide range of upgrades including improvements to the raw sewage lift station, installation of new grit removal equipment, clarifiers, disk filters, effluent pipe and outfall structures. We also led the replacement of aeration basin components, sludge dewatering equipment and chemical feed systems. Our team managed full-time inspection services, providing daily, weekly and monthly reports, photo logs, and responding to all RFIs throughout the construction process.
Results
Once completed, the expanded WWTP will double its treatment capacity, supporting the city’s infrastructure needs for years to come. These upgrades will ensure the facility operates more efficiently and meets the demands of Elgin’s growing population. The city of Elgin has also benefited from a smoother construction process, with real-time reporting and issue resolution, ensuring the project remains on schedule and within scope.
