Awardwinning construction management project enhances mobility in Riverside County, California

Challenge

The I-215/Placentia Avenue Interchange project was a $65 million initiative to reduce heavy congestion, improve mobility and strengthen regional access along a critical section of the I-215 corridor in Riverside County. Located in the fast-growing City of Perris, California, the work required widening existing bridge structures, building new diamond-configuration ramps, realigning multiple frontage roads and removing outdated bridge components, all while keeping traffic moving for commuters and freight operators. 

The site’s limited right-of-way, high traffic volumes, environmentally sensitive areas and the need to maintain travel flow created significant complexity. Meeting aggressive schedule, safety and sustainability requirements demanded advanced planning, technical expertise and tight coordination.

Solution

As the prime construction management consultant to the Riverside County Transportation Commission (RCTC), TRC delivered an integrated and innovative approach supported by experienced engineers, inspectors and scheduling professionals. Our practitioners used advanced traffic modeling to guide construction phasing and keep mobility impacts low. We also used drone-based inspections to safely access confined areas and accelerate verification processes. TRC oversaw complex structural work including multi-span bridges and retaining systems under strict schedule and budget control, while embedding sustainable practices such as optimized grading, stormwater management and continuous environmental oversight. 

A major milestone was the installation of a reinforced concrete box beneath active rail lines, requiring a precisely coordinated 56-hour railroad shutdown. TRC spent months planning the operation, developing contingency plans and providing real-time progress updates throughout the shutdown, ensuring the work was completed without interruption or delay. 

Results

The completed interchange now delivers smoother regional connectivity, reduced congestion and improved access to residential, commercial and industrial areas. The improvements have lowered travel times, reduced idling and enhanced air quality. TRC delivered the project on time and within budget. 

The project’s excellence was recognized with a Project Achievement Award (Transportation under $50M) from the Construction Management Association of America (CMAA) SoCal Chapter.  Additionally, TRC and RCTC were honored by the American Council of Engineering Companies (ACEC) California, which selected the project as a Merit Award winner in the 2026 Engineering Excellence Awards.
