Challenge

The I-215/Placentia Interchange project is a crucial, $65M infrastructure improvement aimed at enhancing mobility, safety, and economic growth in Riverside County. Located in the City of Perris, this project was designed to alleviate congestion along the I-215 corridor by providing a new interchange at Placentia Avenue, offering improved access to local businesses, residential areas and industrial hubs. By easing traffic flow and reducing bottlenecks, the interchange significantly cuts down travel times for commuters and freight transportation, making the region more accessible and efficient.  

Project elements included widening the south sides of the existing 4-lane overcrossing and overhead structures across the I-215 freeway and the BNSF/SCRRA tracks; construction of new on- and off-ramps for the I-215 freeway in a typical diamond configuration; realignment of Placentia and East Frontage Road; modifications to West Frontage Road; removal of Placentia Roadway from Harvill to East Frontage Road; and demolition of the existing south side of both bridges.

Solution

As the prime construction management consultant, the TRC team played a pivotal role in the successful delivery of the I-215/Placentia Interchange project, overcoming complex challenges with innovative solutions, proactive problem-solving and unparalleled commitment to cost and schedule management. TRC’s expertise and hands-on approach resulted in minimal public disruption, optimized project efficiency and saved RCTC significant costs. We supported RCTC and the project team by staffing the project with experienced resident and assistant engineers, roadway inspectors, office engineers and scheduling team members. 

One of the project’s most critical challenges was the 56-hour railroad shutdown required for the installation of a reinforced concrete box (RCB). TRC meticulously planned every hour of the shutdown in the preceding five months, ensuring flawless execution. The team coordinated with multiple agencies, proactively developed contingency plans and provided real-time reporting every two hours to ensure that all construction activities progressed without delays. The new interchange significantly improved regional connectivity and access to I-215, reducing traffic delays and congestion in the rapidly growing area while also enhancing air quality by cutting vehicle idling and fuel consumption. 

Results

TRC and RCTC earned a Project Achievement Award (Transportation under $50M) from the CMAA SoCal Chapter, honoring the team’s technical excellence and perseverance of our team.
