City of Lockhart Downtown Revitalization Project
Design and construction solutions to improve safety and functionality.
Challenge
The City of Lockhart, TX required comprehensive infrastructure upgrades in a nine-block area of its downtown to improve city services and enhance pedestrian safety. The project included reconstructing roadways, sidewalks and drainage systems, replacing outdated water and wastewater utilities and adding crosswalks, refuge islands and curb bulb-outs. Coordination with cultural and historical preservation efforts was also crucial, requiring input from community stakeholders and approval from the City Council.
Solution
TRC supported both the design and construction phases of the project, providing a wide range of solutions including reconfiguring of parking, the addition of pedestrian safety measures and the installation of new stormwater drainage and utility lines. Our team conducted a geotechnical exploration and performed surveying services to support the design, including establishing rights-of-way and boundaries, conducting title research and producing topographic surveys. Additionally, we provided construction inspection services, shop drawing reviews and ongoing responses to RFIs, ensuring seamless communication and management throughout the construction phase.
Result
Once completed, the downtown area of Lockhart will benefit from improved infrastructure and enhanced pedestrian safety features, making the area more accessible and visually appealing. The upgraded drainage, water, and wastewater systems will ensure long-term functionality, while the historical and cultural elements of the project have been carefully preserved in collaboration with community stakeholders. The project is on track to meet both functional and aesthetic goals, contributing to the continued revitalization of Lockhart’s downtown.
