Providing Green Hydrogen To The Pacific Northwest Hubb

Challenge

AltaGas dba ALA Renewable Energy (ALA) is partnering with Avangrid and the US Department of Energy’s Office of Clean Energy Demonstrations (OCED) as a critical supplier of green hydrogen in the proposed Pacific Northwest Hydrogen Hub (PNWH2). ALA will be developing a new clean hydrogen production facility along the shores of the Salish Sea in Ferndale, Washington. ALA’s project comes with challenges related to the sensitivities of the coastline habitat, including anadromous fish movement in local waterways and migratory bird routes. In addition, transporting green hydrogen by pipeline to the grid can potentially impact sensitive cultural resource sites in an area that are heavily inhabited by indigenous tribes.

Solutions

As a trusted advisor to ALA, TRC is helping develop this transitional clean energy source in a way that is both environmentally friendly and sensitive to the concerns of the tribal groups living in the State of Washington. Our knowledge and expertise of national hydrogen hubs plays a key role in TRC’s ability to deliver solutions to ALA, including:

  • Supporting ALA’s efforts to analyze the project’s greenhouse gas impacts and the benefits of using clean hydrogen as a fuel to reduce the carbon footprint of the entire the region.
  • Conducting natural resource surveys to avoid, reduce or mitigate impacts to wetlands and waterways that could be used by anadromous fish and other sensitive species.
  • Conducting cultural resource surveys to clear any potential pipeline routes, as well as outreach services to involve the local tribes in planning efforts.
  • Performing noise and light baseline studies that will be used to determine potential project impacts on both migratory species and local communities.

Results

In addition to supporting ALA through the OCED application process and facilitating approval under the National Environmental Policy Act, we look forward to supporting local clearance and permitting under the State of Washington’s State Environmental Policy Act when the project moves to construction.

The clean energy transition is an evolving field, and TRC’s partnership with ALA and other companies will reduce the impacts of this transition and maximize the environmental benefits it will bring.
