{"id":35138,"date":"2026-05-12T15:06:17","date_gmt":"2026-05-12T15:06:17","guid":{"rendered":"https:\/\/www.trccompanies.com\/?post_type=news-and-insights&#038;p=35138"},"modified":"2026-05-12T15:06:21","modified_gmt":"2026-05-12T15:06:21","slug":"nerc-white-paper-highlights-gaps-for-reliably-serving-large-load","status":"publish","type":"news-and-insights","link":"https:\/\/www.trccompanies.com\/fr\/insights\/nerc-white-paper-highlights-gaps-for-reliably-serving-large-load\/","title":{"rendered":"NERC&rsquo;s Large Load White Paper in 5 Minutes: Gaps, Findings, and Next Steps"},"content":{"rendered":"<!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-white\">\n    <div class=\"container-fluid\">\n        \n        <div class=\"row\">\n                            <div class=\"col-lg-8 columns js-animated-content animated-content\">\n                                        <p>In March 2026 NERC released its second white paper on large load interconnection, assessing gaps in existing practices and mandatory standards for preserving grid reliability.<\/p>\n<p>NERC&rsquo;s Assessment of Gaps in Existing Practices, Requirements and Reliability Standards for Emerging Large Loads evaluates gaps related to:<\/p>\n<ul>\n<li>Interconnection processes and requirements<\/li>\n<li>Planning and resource adequacy<\/li>\n<li>Balancing and operations<\/li>\n<li>Disturbance ride-through, stability and power quality<\/li>\n<li>Security<\/li>\n<li>Resilience and event analysis<\/li>\n<li>Load modeling<\/li>\n<\/ul>\n<p>Key findings include:<\/p>\n<ul>\n<li>Current resource adequacy practices may not fully account for the complexities introduced by large loads.<\/li>\n<li>Traditional planning focuses on mid-to long-term timeframes, while some large loads can connect in the near term.<\/li>\n<li>NERC standards do not require large loads or LSEs to provide data, leaving real-time operators unaware of Bulk Power System (BPS) risks.<\/li>\n<li>The absence of defined voltage ride-through requirements leads to inconsistent responses to system disturbances.<\/li>\n<li>Large load modeling practices are insufficiently accurate, and commonly considered scenarios may not be conservative enough for frequency stability studies.<\/li>\n<li>No NERC standards prevent bad actors from accessing or controlling operational systems tied to large loads.<\/li>\n<\/ul>\n<h2>White Paper Recommendations<\/h2>\n<p>The white paper offers eleven recommendations directed at NERC committees, policymakers and utilities managing large load projects.<\/p>\n<p><strong>Recommendation 1<\/strong>: NERC should pursue registration of a new entity type capable of addressing high-impact risks to the BPS that current registered entities cannot adequately manage.<\/p>\n<p><strong>Recommendation 2<\/strong>: NERC\u2019s Large Load Working Group(LLWG) and other groups should propose SARs to address unmitigated BPS risks emerging from large loads.<\/p>\n<p><strong>Recommendation 3<\/strong>: The LLWG should identify risk mitigations through improvements to planning, operations and interconnection procedures, as outlined in its forthcoming Reliability Guideline.<\/p>\n<p><strong>Recommendation 4<\/strong>: Utilities (Registered entities) should coordinate with large load entities and update their practices to address identified gaps.<\/p>\n<p><strong>Recommendation 5<\/strong>: Transmission Owners should update interconnection requirements, while Planning Coordinators and Transmission Planners should revise their interconnection study processes.<\/p>\n<p><strong>Recommendations 6-8<\/strong>: The Load Modeling Working Group, Security Working Group and System Protection and Control Working Group should each assess applicable gaps and propose mitigations.<\/p>\n<p><strong>Recommendations 9-10<\/strong>: Federal and state regulators should assess whether additional interconnection requirements are needed and work with utilities to evaluate how new loads and generation affect planning frameworks.
