Where workers perform tasks involving chemicals, including solids, liquids, or gases, it\u2019s important to identify the specific airborne chemicals they may be exposed to. This typically starts with reviewing the product Safety Data Sheet (SDS) to determine chemical(s) in the product(s).\u00a0<\/p>\n<p>Qualitatively evaluating the exposure risk is the next step and should be conducted by an experienced industrial hygienist to determine which tasks have potentially significant health and airborne exposure risks. Once these significant risks are identified, initial airborne chemical exposure monitoring (i.e., air sampling) should be done to quantify the exposure risk.\u00a0<\/p>\n<h2>OSHA Substance-Specific Standard Check\u00a0<\/h2>\n<p>Where the SDS review\u00a0identifies\u00a0a chemical\u00a0having an\u00a0<a href=\"https:\/\/www.osha.gov\/laws-regs\/regulations\/standardnumber\/1910\/1910SubpartZ\">OSHA substance-specific standard,<\/a> that will likely require initial exposure monitoring even if the exposure risk is low, to comply with the OSHA substance-specific standard requirements.\u00a0<\/p>\n<p>There are\u00a019\u00a0OSHA substance-specific standards\u00a0which\u00a0are\u202fdetailed regulations in 29 CFR 1910 Subpart Z. These\u00a0standards\u00a0address the unique and severe\u00a0chronic\u00a0health risks posed by certain high-hazard materials\u00a0such as cancer (carcinogens), reproductive toxicity, or specialized neurotoxicity\u00a0that are not sufficiently covered by general safety guidelines.\u00a0This includes\u00a0setting strict\u00a0permissible\u00a0exposure limits (PELs) and control measures\u00a0for each\u00a0hazardous\u00a0substance\u00a0specified in the OSHA substance-specific standards, distinct from the broader Air Contaminants standard (1910.1000).\u00a0<\/p>\n<p>Results\u00a0of the\u00a0initial\u00a0exposure monitoring\u00a0determine\u00a0if\u00a0additional\u00a0steps need to be taken\u00a0to\u00a0comply with\u00a0the\u00a0remaining standard\u00a0requirements.\u00a0If the Action Level (AL) is exceeded, then additional requirements apply. OSHA established ALs for substances to trigger proactive safety measures, like increased exposure monitoring and medical checks, before workers exceed the legally enforceable PEL. For most substances, the AL is set at one-half (50%) of the PEL. This buffer helps ensure that even with normal daily fluctuations in exposure, most workers will remain safely below the PEL. Exceeding the PEL requires\u00a0periodic\u00a0monitoring,\u00a0medical surveillance, signage, regulated areas,\u00a0engineering and work practice controls,\u00a0respiratory protection,\u00a0employee\u00a0training\u00a0and other requirements depending on the standard.\u00a0<\/p>\n<div style=\"text-align: left;\"><div id=\"footable_parent_33025\"\n         class=\" footable_parent ninja_table_wrapper loading_ninja_table wp_table_data_press_parent semantic_ui \">\n                    <h3 class=\"table_title footable_title\">OSHA Substance-Specific Standards<\/h3>\n                        <table data-ninja_table_instance=\"ninja_table_instance_0\" data-footable_id=\"33025\" data-filter-delay=\"1000\" aria-label=\"OSHA Substance-Specific Standards\"            id=\"footable_33025\"\n           data-unique_identifier=\"ninja_table_unique_id_3432790455_33025\"\n           class=\" foo-table ninja_footable foo_table_33025 ninja_table_unique_id_3432790455_33025 ui table  ninja_search_right nt_type_ajax_table selectable striped vertical_centered  footable-paging-right ninjatable_hide_header_row ninja_table_search_disabled\">\n                <colgroup>\n                            <col class=\"ninja_column_0 \">\n                            <col class=\"ninja_column_1 \">\n                    <\/colgroup>\n            <\/table>\n    \n    \n    \n<\/div>\n<\/div>\n<h2>Regulatory Compliance Versus Health Risk<\/h2>\n<p>Interpreting the results of\u00a0exposure monitoring\u00a0is\u00a0an important step\u00a0when\u00a0determining\u00a0regulatory compliance and\u00a0worker health risk.\u00a0As mentioned above\u00a0regarding\u00a0OSHA substance-specific standards,\u00a0the\u00a0air monitoring results\u00a0would be compared to the OSHA AL and\u00a0PEL\u00a0which are\u00a0legally enforceable limits,\u00a0to\u00a0determine\u00a0regulatory compliance and\u00a0identify\u00a0specific actions needed to\u00a0comply with\u00a0the standard.\u00a0\u00a0<\/p>\n<p>In alignment with industry best practice, industrial hygienists interpret exposure monitoring results by comparing them to the most current Threshold Limit Values (TLVs), which are established by the American Conference of Governmental Industrial Hygienists (ACGIH), unless the OSHA PEL is more stringent. The vast majority of OSHA&rsquo;s PELs have remained largely unchanged since they were first established in the early 1970s, based on 1968 scientific standards, with only a handful updated since due to legal challenges and complex rulemaking processes prompting OSHA to recommend employers use more protective voluntary guidelines, such as ACGIH TLVs. While legally enforceable, compliance with an outdated PEL doesn&rsquo;t guarantee safety. Where applicable, the OSHA substance-specific standard establishes the regulatory required frequency. In general, results that indicate worker exposures are well-controlled require less frequent periodic monitoring. More frequent monitoring should be performed if the initial results are elevated, especially if they exceed the applicable occupational exposure limit (OEL). Following the addition of exposure controls, such as local exhaust ventilation (LEV), follow-up monitoring should be done to verify adequate exposure reduction has been achieved.
