As we look forward to the new year,\u00a0many in the\u00a0rail\u00a0industry are\u00a0also looking forward to a new round of funding from the Federal Railroad Administration (FRA) to help improve the safety of our\u00a0railroads.\u00a0One of the ways our\u00a0team\u00a0supports\u00a0you\u00a0in advancing freight initiatives is\u00a0in\u00a0obtaining\u00a0grants and\u00a0providing\u00a0environmental permitting\u00a0services.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h2>What are CRISI Grants?\u00a0<\/h2>\n<p><span data-contrast=\"auto\">The FRA is expected in the first quarter of 2026 to offer another round\u00a0of Consolidated Rail Infrastructure and Safety Improvement (CRISI) grants. While the total amount of the grant program\u00a0will not be known until the Notice of Funding Opportunity is released, many railroads are gearing up to apply for federal dollars that can help them improve the safety of their rail lines and increase the speed of deliveries, resulting in more trips and more\u00a0revenue.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h2>How Can CRISI Grants Help?\u00a0<\/h2>\n<p><span data-contrast=\"auto\">While more detail can be found on the <a href=\"https:\/\/railroads.dot.gov\/grants-loans\/consolidated-rail-infrastructure-and-safety-improvements-crisi-program\">FRA\u2019s website<\/a><\/span><span data-contrast=\"auto\">, most commonly CRISI grants are used to improve the structure and safety of rail by:<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-contrast=\"auto\">Installing welded rail<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Resurfacing rail<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Tie replacement<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Bridge\/headwall replacement or improvement<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">Installing signals and grade crossings<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">It is important to have a well-defined scope of work for the grant application. This means\u00a0not only\u00a0detailing\u00a0the\u00a0project\u00a0work itself,\u00a0but also the safety benefits both to your\u00a0railroad and the surrounding community as well as economic benefits.\u00a0While not\u00a0required, having a municipal or state partner helps improve your chances of being awarded a grant.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Many railroads have in-house staff who have worked on CRISI\u00a0grant\u00a0applications in the past and can lend their experience to their writing and development. If not, it can be useful to find a partner like TRC that can help both write the grant\u00a0application, as well as\u00a0manage financial\u00a0disbursement\u00a0tracking\u00a0and reporting back to the FRA as the project moves forward after award.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h2>The\u00a0Benefits of Early\u00a0Planning\u00a0<\/h2>\n<p><span data-contrast=\"auto\">While\u00a0the grant application process does not require the inclusion of a National Environmental Policy Act (NEPA) review, many railroads have found that it helps the approval of the grant application\u00a0and\u00a0moves\u00a0the grant award\u00a0faster to project implementation if this is already done.\u00a0Generally,\u00a0by\u00a0the nature of the work being completed under a CRISI grant,\u00a0the typical\u00a0NEPA document is a Categorical Exclusion (CE).\u00a0Completion of the draft CE as part of the\u00a0grant application process also can help\u00a0identify\u00a0if any potentially sensitive NEPA issues are involved that could trigger\u00a0additional\u00a0permitting paths.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">If bridge\u00a0replacement\u00a0or disturbance of new areas (e.g.,\u00a0double tracking)\u00a0are\u00a0involved,\u00a0this could trigger a review process under Section 106 of the\u00a0National Historic Preservation Act (NHPA).\u00a0While this does not\u00a0preclude\u00a0the use of a CE, it will add time to the CRISI process. Development of a solid project description could help minimize the potential for Section\u00a0106\u00a0impacts, so if time is of the essence on your project,\u00a0consider what\u00a0elements\u00a0to include.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Another impact that can be\u00a0identified\u00a0early is potential to harm threatened or endangered (T&amp;E) species or their\u00a0habitats\u00a0including\u00a0wetlands and floodplains. Again,\u00a0depending on the impact these effects may not\u00a0preclude\u00a0the use of a CE, but during project development,\u00a0measures to minimize these impacts should be incorporated into the project description. TRC\u00a0supports\u00a0outreach to both the FRA and resource agencies like the US Fish and Wildlife Service to help\u00a0plan ahead\u00a0for how to best manage these potential impacts before the grant is even awarded, thereby\u00a0facilitating\u00a0the commencement of construction as quickly as possible.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Lastly, keep in mind that you\u00a0may\u00a0end up generating some waste as you\u00a0construct\u00a0the project, e.g.,\u00a0old railroad ties or bridge members. Some of\u00a0these old wastes\u00a0can\u00a0contain\u00a0hazardous substances: petroleum distillates, lead-based paint,\u00a0asbestos\u00a0and polychlorinated biphenyls. TRC manages\u00a0both the disposal of these wastes\u00a0as well as where they are stored pending disposal. Keeping them away from wetlands and\u00a0protected from weather is key during this process.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n                <\/div>\n                <div
