The proposed regulatory action was published in the Federal Register on May 23, 2023 and the comment period has been extended to August 8, 2023.<\/p>\n<p>Requirements under the proposed rules apply once promulgated to affected facilities that begin construction or reconstruction after May 23, 2023. The proposed regulations push forward requirements for highly efficient generating practices, hydrogen co-firing and carbon capture and sequestration (CCS).<\/p>\n<p><strong>The five main components of the proposed rule are:<\/strong><\/p>\n<ol>\n<li>Revised NSPS for GHG emissions from new fossil fuel-fired stationary combustion turbine EGUs.<\/li>\n<li>Revised NSPS for GHG emissions from fossil fuel-fired steam generating units that undertake a large modification.<\/li>\n<li>Emission Guidelines for GHG emissions from existing fossil fuel-fired steam generating EGUs, which include both coal-fired and oil\/gas-fired steam generating EGUs.<\/li>\n<li>Emission Guidelines for GHG emissions from the largest, most frequently operated existing stationary combustion turbines.<\/li>\n<\/ol>\n<p style=\"padding-left: 80px;\">Note: These Emission Guidelines will eventually provide the basis for existing source GHG emission limits that are issued by each state and approved by EPA.<\/p>\n<p>\u00a0 \u00a0 \u00a05. New or modified combustion turbines are divided into three groups with different requirements. They are:<\/p>\n<ol>\n<li><strong>Low Load (peakers with &gt;20% capacity factor):<\/strong> These would have to meet \u201chighly efficient\u201d emission limits of 120-160 pounds CO2 per MMBTU heat input depending on fuel used.<\/li>\n<li><strong>Intermediate Load (20% to ~50% capacity factor):<\/strong> These units will have to meet \u201chighly efficient\u201d emission limits of 1,150 pounds CO2 per MWhr-gross heat input until 2032 when the limit drops to 1,000 pounds per MWhr-gross by co-firing with hydrogen. Any new unit built between now and 2032 would have to commit to using hydrogen in 2032.<\/li>\n<li><strong>Base Load (&gt;50% capacity factor):<\/strong> These units would have to meet \u201chighly efficient\u201d emission limits of 770 pound of CO2 per MW hour-gross, commit to 30% hydrogen co-firing by 2032 and 96% co-firing with hydrogen by 2038 or commit to carbon capture and sequestration (CCS) by 2035. CCS has never been tried on combustion turbines.<\/li>\n<\/ol>\n                    <\/div>\n    <\/div>\n<\/section>\n<!-- End Block: acf\/innerpage-half-text-half-image -->\n\n<!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-white-fog\">\n    <div class=\"container-fluid\">\n                    <div class=\"wysiwyg__wrapper\">\n        \n        <div class=\"row\">\n                        <div class=\"col-lg-12\">\n                                                                                \n                                                <\/div>\n\n                            <div class=\"col-lg-12 js-animated-content animated-content\">\n                    <h3>NSPS for Existing Power Plants<\/h3>\n<p>Existing fossil fuel fired power plants will be subject to increased emission limitations managed by the states in which they operate.           <p class=\"image-card__description\">TRC was recently awarded a Yahara WINS grant to develop a pilot scale simple aeration method for removing phosphorous from the discharge of manure digesters. The grant application was developed and submitted by: Bob Stanforth, Alyssa Sellwood, Mike Ursin, Ted O\u2019Connell, Ken Quinn, and John Rice, who are members of multiple TRC CORE teams.<\/p>\n
