{"id":24498,"date":"2025-01-22T14:50:06","date_gmt":"2025-01-22T14:50:06","guid":{"rendered":"https:\/\/www.trccompanies.com\/?post_type=news-and-insights&#038;p=24498"},"modified":"2025-02-07T20:05:15","modified_gmt":"2025-02-07T20:05:15","slug":"nerc-approves-new-extreme-weather-planning-standard","status":"publish","type":"news-and-insights","link":"https:\/\/www.trccompanies.com\/insights\/nerc-approves-new-extreme-weather-planning-standard\/","title":{"rendered":"NERC Approves New Extreme Weather Planning Standard"},"content":{"rendered":"<!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-white\">\n    <div class=\"container-fluid\">\n        \n        <div class=\"row\">\n                            <div class=\"col-lg-8 columns js-animated-content animated-content\">\n                                        <p><span class=\"TextRun SCXW149442543 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW149442543 BCX0\">On December 10, 2024, <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">NERC\u2019s <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">Board of <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">T<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">rustees approved <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">standard <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">TPL-008-1<\/span> <span class=\"NormalTextRun SCXW149442543 BCX0\">Transmission System Planning Performance Requirements for Extreme Temperature Events.<\/span> <span class=\"NormalTextRun SCXW149442543 BCX0\">The <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">petition to approve the TPL-008-1 <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">standard was filed with <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">the <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">Federal Energy Regulatory Commission (<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">FERC<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">)<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\"> on December <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">17<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">, <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW149442543 BCX0\">2024<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\"> and will <\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">initiate<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\"> the implementation<\/span> <span class=\"NormalTextRun SCXW149442543 BCX0\">plan<\/span> <span class=\"NormalTextRun SCXW149442543 BCX0\">upon final approval<\/span><span class=\"NormalTextRun SCXW149442543 BCX0\">.<\/span><\/span><span class=\"EOP SCXW149442543 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3><span data-contrast=\"auto\">TPL-008-1 Development Background<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">In 2023 FERC directed NERC to develop a new Reliability Standard or modifications to Reliability Standard TPL-001-5.1 that would address concerns pertaining to transmission system planning for extreme heat and extreme cold temperature events that included:\u00a0<\/span><\/p>\n<ol>\n<li>The development of benchmark planning cases based on major prior extreme heat and cold weather events and\/or meteorological projections.<\/li>\n<li><span data-contrast=\"auto\">Planning for extreme heat and cold weather events using steady-state and transient stability analyses expanded to cover a range of extreme weather scenarios including the expected resource mix&rsquo;s availability during extreme heat and cold weather conditions, and the wide-area impacts of extreme heat and cold weather.<\/span><\/li>\n<li>Development of corrective action plans that mitigate instances where performance requirements are not met for extreme heat and cold weather events.<\/li>\n<\/ol>\n<h3><span class=\"TextRun Underlined SCXW183598528 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW183598528 BCX0\">New Requirements Proposed<\/span><\/span><span class=\"EOP SCXW183598528 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/h3>\n<p><span data-contrast=\"auto\">Reliability Standard TPL-008-1 focuses on improving how Planning Coordinators and Transmission Planners prepare for the potential reliability performance impacts of extreme heat and extreme cold temperature events on the reliable operation of the Bulk-Power System. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">It consists of 11 requirements, calling for the performance of periodic studies assessing the wide-area impacts of extreme heat and extreme cold temperature events on the Bulk-Power System. These periodic studies are referred to as \u201cExtreme Temperature Assessments\u201d which will become a defined term in the NERC Glossary of Terms.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.nerc.com\/pa\/Stand\/Project202307ModtoTPL00151TransSystPlanPerfReqExWe\/2023-07_Final_Ballot_TPL-008-1_Standard_Clean_120224.pdf\"><img decoding=\"async\" class=\"wp-image-24505 alignleft\" src=\"https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-300x206.png\" alt=\"\" width=\"690\" height=\"473\" srcset=\"https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-300x206.png 300w, https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image.png 508w\" sizes=\"(max-width: 690px) 100vw, 690px\" \/><\/a><\/p>\n<p><span data-contrast=\"auto\">Extreme Temperature Assessment \u2013 Documented evaluation of future Bulk Electric System performance for extreme heat and extreme cold benchmark temperature events.<\/span><span data-ccp-props=\"{&quot;335559685&quot;:720}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Proposed Reliability Standard TPL-008-1 requires entities in a planning zone, a region defined in Attachment 1 to the standard, to coordinate with each other on the development of Extreme Temperature Assessments. <\/span><span data-contrast=\"auto\">The need for Extreme Temperature Assessments will be a NERC Standard Requirement once TPL-008-1 is approved and the standard is fully implemented. Planning Coordinators and Transmission Planners should prepare to incorporate Extreme Temperature Assessments into their planning and power system studies. <\/span><\/p>\n<p><span data-contrast=\"auto\">If the required experience for conducting the assessments is not in house, a third-party such as TRC is more than equipped with the expertise to do so on your behalf.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><span data-contrast=\"auto\">The new definition identifies <a href=\"https:\/\/www.nerc.com\/pa\/Stand\/Project202307ModtoTPL00151TransSystPlanPerfReqExWe\/2023-07_Final_Ballot_TPL-008-1_Standard_Clean_120224.pdf\">Weather Zones<\/a> to provide guidance regarding the extent of the weather assessments and geographical areas where collaboration is expected.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The proposed standard includes several key requirements.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<ul>\n<li><span data-contrast=\"auto\">It addresses the need for coordination among planning entities.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">It establishes guidelines for creating consistent benchmark temperature events and planning scenarios based on those benchmark temperatures.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<li><span data-contrast=\"auto\">It outlines requirements for conducting both steady-state and transient stability analyses, including sensitivity cases.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">The Standard mandates that planning entities develop Corrective Action Plans in specific situations where system performance does not meet the mandated requirements.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Planning entities are also required to share their Corrective Action Plans with other relevant organizations that have a need for reliability information, as well as with the applicable regulatory authorities or governing bodies responsible for retail service issues in their respective jurisdictions.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">TPL-008-1 addresses a reliability gap in the currently effective transmission planning Reliability Standards, is responsive to the FERC directives in Order No. 896 and would advance the reliability of the Bulk-Power System by improving how utilities plan for the impact of extreme temperature events on their systems.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3><span class=\"TextRun Underlined SCXW191678858 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW191678858 BCX0\">Implementation Plan<\/span><span class=\"NormalTextRun SCXW191678858 BCX0\">\u00a0<\/span><\/span><span class=\"EOP SCXW191678858 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/h3>\n<p><span class=\"TextRun SCXW217443549 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW217443549 BCX0\">The implementation <\/span><span class=\"NormalTextRun SCXW217443549 BCX0\">of various requirements in the standard <\/span><span class=\"NormalTextRun SCXW217443549 BCX0\">will be <\/span><span class=\"NormalTextRun SCXW217443549 BCX0\">initiated<\/span><span class=\"NormalTextRun SCXW217443549 BCX0\"> by the FERC approval order and the publication of the order in the Federal Register as <\/span><span class=\"NormalTextRun SCXW217443549 BCX0\">shown in the following graphic:<\/span><\/span><\/p>\n<div class=\"wysiwyg\">\n<h3><a href=\"https:\/\/www.nerc.com\/pa\/Stand\/Project202307ModtoTPL00151TransSystPlanPerfReqExWe\/2023-07_Final_Ballot_Implementation_Plan_120224.pdf\"><span class=\"TextRun Underlined SCXW191678858 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW191678858 BCX0\"><img decoding=\"async\" class=\"wp-image-24507 size-full aligncenter\" style=\"border-radius: 20px;\" src=\"https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1.png\" alt=\"\" width=\"825\" height=\"554\" srcset=\"https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1.png 825w, https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1-300x201.png 300w, https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1-768x516.png 768w, https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1-745x500.png 745w, https:\/\/www.trccompanies.com\/wp-content\/uploads\/2025\/01\/image-1-700x470.png 700w\" sizes=\"(max-width: 825px) 100vw, 825px\" \/><\/span><\/span><\/a><\/h3>\n<\/div>\n<h3>Next Steps\u00a0<\/h3>\n<p><span data-contrast=\"auto\">NERC has filed the proposed standard with FERC.
