Pour atteindre ces objectifs tout en tenant compte des caract\u00e9ristiques uniques des DER, la FERC a demand\u00e9 aux exploitants de r\u00e9seaux r\u00e9gionaux (illustr\u00e9s ci-dessous*) de r\u00e9viser leurs tarifs qui r\u00e9gissent la participation \u00e0 ces march\u00e9s de gros concurrentiels. Plus pr\u00e9cis\u00e9ment, les exploitants doivent permettre aux participants au march\u00e9 qualifi\u00e9s de regrouper (ou de regrouper) ces PETITS DER et d\u2019offrir leur capacit\u00e9, leur \u00e9nergie et leurs services auxiliaires dans les march\u00e9s de gros au moyen de \u00ab mod\u00e8les de participation \u00bb qui tiennent compte de leurs caract\u00e9ristiques physiques et op\u00e9rationnelles uniques. Un \u00ab mod\u00e8le de participation \u00bb fait r\u00e9f\u00e9rence \u00e0 un ensemble de r\u00e8gles et de proc\u00e9dures qui permettent \u00e0 un participant au march\u00e9 donn\u00e9 d\u2019offrir des services de ressources sur le march\u00e9. \u00c0 l\u2019heure actuelle, de nombreuses ressources distribu\u00e9es, y compris les charges flexibles\/distribuables, le stockage d\u2019\u00e9nergie et la production d\u00e9centralis\u00e9e, sont en mesure de participer \u00e0 certains march\u00e9s de gros, principalement gr\u00e2ce \u00e0 des mod\u00e8les de participation \u00e0 la r\u00e9ponse \u00e0 la demande, qui ne tiennent pas suffisamment compte de la gamme de services que ces DER sont techniquement capables de fournir (y compris, dans certains cas, l\u2019injection d\u2019\u00e9nergie sur le r\u00e9seau). L\u2019O.2222 vise \u00e0 s\u2019assurer que les r\u00e8gles du march\u00e9 permettent aux DDR de fournir tous les services qu\u2019ils sont techniquement capables de fournir par le biais du regroupement. <\/p>\n

\u00c0 l\u2019origine, les plans de conformit\u00e9 des ORT et des OAR (y compris les r\u00e9visions tarifaires propos\u00e9es) devaient \u00eatre d\u00e9pos\u00e9s aupr\u00e8s de la FERC d\u2019ici le 19 juillet 2021. CAISO et NYISO \u2013 les deux OISO qui, au moment de la publication de l\u2019O. 2222, avaient d\u00e9j\u00e0 des mod\u00e8les de participation approuv\u00e9s par la FERC pour les regroupements de DER \u2013 ont d\u00e9pos\u00e9 des plans de conformit\u00e9 en temps opportun, qui se frayent un chemin \u00e0 travers les processus d\u2019examen r\u00e9glementaire (CAISO (Num\u00e9ro de dossier. ER21-2455-000)<\/a>), NYISO (num\u00e9ro de dossier. ER21-2460-000)<\/a>). Les quatre RTO restants dont les r\u00e8gles du march\u00e9 n\u00e9cessitent une refonte plus importante pour atteindre la conformit\u00e9 demand\u00e9e et ont obtenu des prolongations de la date limite initiale jusqu\u2019au printemps 2022. Les d\u00e9tails sur leurs progr\u00e8s \u00e0 ce jour peuvent \u00eatre trouv\u00e9s dans leurs groupes de parties prenantes ici : PJM, ISO-NE<\/a>, MISO<\/a>, SPP. Les plans de conformit\u00e9 pour PJM et ISO-NE devraient \u00eatre d\u00e9pos\u00e9s mardi, f\u00e9vrier 1st et Twosday (vraiment, mercredi) f\u00e9vrier 2nd (2-2-22), respectivement. <\/p>\n

Pour nous pr\u00e9parer \u00e0 Twosday aujourd\u2019hui, nous devons revoir l\u2019id\u00e9e d\u2019empilement de valeurs qui se trouve au c\u0153ur des impacts attendus de l\u2019O. 2222 et comprendre ce que les services publics d\u2019\u00e9lectricit\u00e9 et d\u2019autres acteurs de l\u2019industrie peuvent faire maintenant pour promouvoir une transition en douceur et \u00e9clair\u00e9e vers la conformit\u00e9.<\/p>\n <\/div>\n <\/div>\n\n <\/div>\n<\/section>\n\n\n

Empilement de valeurs<\/h2>\n

Les DER peuvent \u00eatre en mesure de fournir divers services \u00e0 leurs propri\u00e9taires et exploitants, ainsi qu\u2019\u00e0 d\u2019autres participants au march\u00e9 et au r\u00e9seau dans son ensemble. Aujourd\u2019hui, bien qu\u2019il soit courant que les services derri\u00e8re le compteur (BTM) et de d\u00e9tail des ressources soient \u00e9valu\u00e9s sur ces march\u00e9s, la compensation du march\u00e9 de gros est moins accessible, ce qui entra\u00eene la sous-utilisation des services que les DER font ou pourraient effectuer pour le syst\u00e8me d\u2019alimentation en vrac. Certains de ces services suppl\u00e9mentaires peuvent \u00eatre extraits des ressources existantes, maximisant ainsi les avantages des investissements effectu\u00e9s \u00e0 ce jour ; dans d\u2019autres cas, la perspective de nouvelles sources de revenus peut modifier la dynamique de l\u2019analyse de rentabilisation et motiver l\u2019investissement dans d\u2019autres DER. <\/p>\n

Prenez, par exemple, mon thermostat intelligent Ecobee. J\u2019admets que la valeur principale de cette technologie pour moi est la commodit\u00e9 d\u2019ajuster la temp\u00e9rature de ma maison dans le confort de mon propre lit en utilisant l\u2019application Ecobee sur mon t\u00e9l\u00e9phone intelligent. Cependant, ce thermostat me fournit une valeur secondaire dans la gestion de mes factures d\u2019\u00e9nergie au d\u00e9tail. Les fonctionnalit\u00e9s de planification et de retrait qui optimisent le fonctionnement du syst\u00e8me de CVC de ma maison m\u2019\u00e9pargnent environ 10% sur mes co\u00fbts de chauffage et de climatisation chaque ann\u00e9e. <\/p>\n

\u00c0 St. Louis, Missouri, la pile de valeurs ne s\u2019arr\u00eate pas l\u00e0. Le service public d\u2019\u00e9lectricit\u00e9 local, Ameren Missouri, regroupe ces thermostats de milliers d\u2019autres clients r\u00e9sidentiels et les exploite comme une ressource de RD pour r\u00e9duire la charge lorsque les co\u00fbts \u00e9nerg\u00e9tiques sont \u00e9lev\u00e9s (ce qui exerce une pression \u00e0 la baisse sur les tarifs pour tous leurs clients). En \u00e9change de la possibilit\u00e9 d\u2019exploiter le syst\u00e8me de CVC de ma maison en tant que ressource dr, Ameren Missouri me fournit un paiement unique pour l\u2019inscription \u00e0 leur programme de RD de d\u00e9tail, ainsi qu\u2019une prime de performance annuelle. Bien que ces paiements soient moins importants que mes \u00e9conomies de factures annuelles, ils rendent les arguments \u00e9conomiques en faveur de l\u2019achat d\u2019un thermostat intelligent encore plus attrayants pour les r\u00e9sidents de ma r\u00e9gion (Remarque : Il existe d\u2019autres possibilit\u00e9s pour moi de capturer de la valeur sur le march\u00e9 de d\u00e9tail, y compris un taux optionnel en fonction de l\u2019heure de consommation, mais nous les mettrons de c\u00f4t\u00e9 pour les besoins de cet exemple). <\/p>\n

Actuellement, Ameren Missouri appelle mon appareil pour les \u00e9v\u00e9nements DR une poign\u00e9e de fois par an en augmentant mon point de consigne de thermostat de quelques degr\u00e9s pendant de courtes p\u00e9riodes de temps. Selon la compensation qu\u2019ils peuvent offrir, je pourrais \u00eatre pr\u00eat \u00e0 permettre des ajustements plus fr\u00e9quents et \/ ou plus importants, ce qui pourrait profiter \u00e0 la grille (et \u00e0 moi-m\u00eame) tout en continuant \u00e0 r\u00e9duire les co\u00fbts pour d\u2019autres contribuables. <\/p>\n

En vertu de l\u2019O. 2222 (en fonction des plans de conformit\u00e9 \u00e0 finaliser), les services publics de distribution comme Ameren Missouri ainsi que d\u2019\u00e9ventuels agr\u00e9gateurs tiers pourraient concevoir un programme pour offrir les capacit\u00e9s agr\u00e9g\u00e9es des thermostats intelligents r\u00e9sidentiels dans les march\u00e9s de gros de l\u2019\u00e9nergie, de la capacit\u00e9 ou des services auxiliaires, et transmettre une partie des revenus de ces services de syst\u00e8me en vrac aux propri\u00e9taires de DER comme moi – ajoutant \u00e0 la pile de valeur pour cette technologie, maximiser les avantages du r\u00e9seau d\u00e9coulant des ressources existantes et renforcer les arguments en faveur d\u2019investissements dans des DER suppl\u00e9mentaires.<\/p>\n <\/div>\n <\/div>\n\n <\/div>\n<\/section>\n\n\n

Il existe diff\u00e9rents types d\u2019attributs environnementaux, qui peuvent \u00eatre mesur\u00e9s en compensations de carbone (tonnes d\u2019eCO2) ainsi que des certificats d\u2019attributs \u00e9nerg\u00e9tiques (CEE), g\u00e9n\u00e9ralement sous la forme de cr\u00e9dits d\u2019\u00e9nergie renouvelable ou de CER (mesur\u00e9s en MWh). \nLa valeur de ces avantages environnementaux augmente et devrait s\u2019envoler au cours des prochaines d\u00e9cennies, ce qui fait du co\u00fbt \u00e9vit\u00e9 du carbone un intrant de plus en plus important dans l\u2019\u00e9valuation de la rentabilit\u00e9 des programmes de d\u00e9carbonisation des b\u00e2timents. \r\nAdditional Restrictions for Major Modifications\r\nOther restrictions will come into play for new Major Sources, those that have a potential to emit 50 tons per year or more of VOC or NOx and \u201cmajor modifications\u201d that result in a VOC emission increase that exceeds 25 tons per year and also exceeds 25 tons per year when aggregated with all creditable increases and decreases in emissions of VOC from the source over any period of five consecutive years, which includes the calendar year in which the increase will occur. For sources that are major due to NOx emissions, a NOx emission increase that exceeds 25 tons per year and exceeds 25 tons per year when aggregated with creditable increases and decreases over the five-year period is also deemed to be a major modification.\r\nIf a major modification occurs, the source is required to utilize the Lowest Achievable Emission Rate (or LAER) for the pollutant(s) that exceed 25 tons per year aggregated over the five-year period. However, Best Available Control Technology (BACT) can be substituted for LAER under certain conditions. Additionally, emissions must be offset as a means to advancing the area toward attaining the ozone standard. These same requirements will apply to newly constructed Major Sources.\r\nUpcoming Deadlines\r\nWith these actions, the impacted areas will now have until August 3, 2027, to reach attainment.\u00a0 If they do not, USEPA is again obligated to reclassify ongoing nonattainment status to Severe nonattainment, reducing the Major Source threshold in half to just 25 tons per year. In the meantime, the states will be required to revise State Implementation Plans to demonstrate that attainment will be achieved by this deadline.\r\nA unique consideration in Wisconsin affects sources subject to a Registration Operation Permit. These permits establish annual emission limits as a percentage of the Major Source threshold (25, 50, or 80 percent depending on the Permit). For these sources, the annual emission limit for VOC and NOx will automatically be cut in half on January 16, 2025. Faced with an aging fleet, stricter environmental regulations, reduced costs for natural gas and competition from renewables, more than 600 power plants have been decommissioned in the last 20 years, a pace that will increase with the announced closure of nearly 350 additional plants by 2025. With a goal of being net-zero carbon by 2050, many power generators are faced with critical decisions regarding their thermal generation plants. Should they continue operation, repower, re-purpose or retire their plants?\r\nIn the competitive power generation market, coal-fired plants are getting squeezed on multiple fronts including lower prices for renewables (e.g., wind and solar) and gas, inefficient cyclical operation and, in some instances, by state efforts to curtail the use of coal. Foregoing the retail market and partnering with a data center for mining cryptocurrency can represent a winning financial proposition for both parties. Some states are actively encouraging the co-locating of data centers at generation sites, while others are actively working to keep plants operational in order to preserve the jobs at the plants and in the mines.\r\nIn some regional transmission organizations, such as PJM,\u00a0newer natural gas fired generation\u00a0units are favored over older units because of their more efficient turbines and larger size. Older natural gas units are at risk of becoming stranded assets as cheaper renewables come online and the industry commitments to net zero emissions. There are reports that banks Citigroup Inc and JP Morgan Chase & Co will strengthen their financing restrictions on thermal gas plants, similar to what they\u2019ve already done for coal projects.<\/p>\n <\/div>\n

In 2017 Oregon Governor Kate Brown took bold action by directing state agencies to chart a 10-year course towards greater energy efficiency in affordable housing to help remove the energy burden on low-income communities.\r\nThis initiative took flight under the direction of the Oregon Housing and Community Services, the Oregon Public Utility Commission and the Oregon Department of Energy, which created the newly released\u00a0Ten-Year Plan: Reducing the Energy Burden in Oregon Affordable Housing.\r\nLast summer, OHCS hired TRC to assist in the development of these two deliverables. As the Project Lead, I was given the opportunity to experience first-hand both the excitement and challenges of this initiative.\r\nAfter almost 15 years working on low-income energy efficiency programs, this project allowed me to view this familiar topic through a new lens. Instead of designing a building-level incentive program, I was focused on the low-income population \u2013 the actual people living with energy challenges \u2013 and evaluating how efficiency could help to reduce their economic, health and housing burdens.\r\nOne of my first discoveries was\u00a0an analysis of the energy burden gap of the low-income population in Oregon\u00a0that showed the difference between a typical low-income household\u2019s actual energy costs and an affordable energy cost (6 percent of the household\u2019s income) is significant \u2013 and totaled $345 million statewide in 2017. (Nationwide, that gap is over $47 billion per year.) Despite my surprise at the size of this gap, I still wasn\u2019t prepared for what we found next.<\/p>\n <\/div>\n
