Lors de l\u2019\u00e9valuation de l\u2019applicabilit\u00e9 potentielle du NESHAP, l\u2019EPA a identifi\u00e9 environ 800 unit\u00e9s, dont environ 300 seront probablement assujetties \u00e0 la norme. La r\u00e8gle a des r\u00e9percussions importantes sur les exigences en mati\u00e8re d\u2019essais d\u2019\u00e9missions dans les turbines \u00e0 combustion.  <\/p>\n<h2>La r\u00e8gle :<\/h2>\n<ul>\n<li>Supprime l\u2019exemption du respect des normes pendant les p\u00e9riodes de d\u00e9marrage, d\u2019arr\u00eat et de mauvais fonctionnement (MSS), afin d\u2019\u00eatre conforme \u00e0 une d\u00e9cision judiciaire de 2008&nbsp;;<\/li>\n<li>Finaliser une norme op\u00e9rationnelle pour les p\u00e9riodes de d\u00e9marrage afin de minimiser les \u00e9missions&nbsp;;<\/li>\n<li>Exige la soumission \u00e9lectronique des tests de performance et des rapports de conformit\u00e9 par l\u2019interm\u00e9diaire de l\u2019\u00e9change central de donn\u00e9es (CDX) de l\u2019EPA en utilisant l\u2019interface de d\u00e9claration de donn\u00e9es de conformit\u00e9 et d\u2019\u00e9missions (CEDRI)&nbsp;; et<\/li>\n<li>Exige des essais de rendement initiaux et annuels pour les turbines \u00e0 combustion fixes nouvelles ou reconstruites dans les sous-cat\u00e9gories indiqu\u00e9es ci-dessous. Ces turbines doivent respecter une limite de formald\u00e9hyde de 91 parties par milliard en volume, \u00e0 base s\u00e8che (ppbvd) \u00e0 15% d\u2019oxyg\u00e8ne (91 ppbvd @ 15% O2). <\/li>\n<\/ul>\n                <\/div>\n                                <\/div>\n\n            <\/div>\n<\/section>\n<!-- End Block: acf\/wysiwyg --><!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-blanc-brouillard\">\n    <div class=\"container-fluid\">\n        \n        <div class=\"row\">\n                        <div class=\"col-lg-12\">\n                                                                                \n                                                <\/div>\n\n                            <div class=\"col-lg-12 js-animated-content animated-content\">\n                    <h2>Quatre sous-cat\u00e9gories de turbines n\u00e9cessitent des essais de performance<\/h2>\n<ul>\n<li>Pr\u00e9m\u00e9lange maigre aliment\u00e9 au gaz*<\/li>\n<li>Pr\u00e9m\u00e9lange maigre aliment\u00e9 \u00e0 l\u2019huile<\/li>\n<li>Flamme de diffusion au gaz cuite*<\/li>\n<li>Flamme de diffusion au mazout<\/li>\n<\/ul>\n<p>*Les exigences de la r\u00e8gle font actuellement l\u2019objet d\u2019un sursis d\u2019efficacit\u00e9 pour ces sous-cat\u00e9gories.<\/p>\n<p>La r\u00e8gle entre en vigueur \u00e0 la date de publication dans le Federal Register et le test de performance initial doit \u00eatre termin\u00e9 dans les 180 jours suivant la publication dans le Federal Register. Par la suite, toutes les turbines \u00e0 combustion des sous-cat\u00e9gories touch\u00e9es et install\u00e9es ou reconstruites apr\u00e8s le 14 janvier 2003 doivent d\u00e9montrer annuellement que les \u00e9missions de formald\u00e9hyde ne d\u00e9passent pas 91 ppbvd @ 15 % O2, lorsqu\u2019elles fonctionnent \u00e0 la charge de base, telles que mesur\u00e9es \u00e0 l\u2019aide de la spectroscopie FTIR (m\u00e9thode d\u2019essai EPA 320 ou m\u00e9thode ASTM D6348). <\/p>\n<p>Il est difficile de d\u00e9montrer cette mesure parce qu\u2019elle repousse les limites de la technologie FTIR, et des tests doivent \u00eatre effectu\u00e9s pour identifier et \u00e9liminer toutes les sources de biais dans l\u2019\u00e9chantillonnage et l\u2019analyse afin d\u2019atteindre les limites de d\u00e9tection requises. La majorit\u00e9 des analyseurs FTIR actuellement utilis\u00e9s dans les essais d\u2019\u00e9missions n\u2019ont pas une limite de d\u00e9tection suffisamment basse pour cette application. Le groupe d\u2019essais d\u2019\u00e9missions accr\u00e9dit\u00e9 STAC\/A2LA de TRC poss\u00e8de les instruments appropri\u00e9s et une vaste exp\u00e9rience de la m\u00e9thode d\u2019essai 320 de l\u2019EPA, y compris avoir effectu\u00e9 de nombreux essais de formald\u00e9hyde au niveau ppb sur des turbines \u00e0 gaz. Nous poss\u00e9dons et exploitons des syst\u00e8mes FTIR qui peuvent atteindre les limites de d\u00e9tection pour d\u00e9montrer la conformit\u00e9 \u00e0 cette nouvelle norme.   <\/p>\n<p>Pour de
