Failure to weatherize these facilities can result in a penalty of up to one million dollars. The legislation has created a \u201cPower Outage Alert\u201d system to notify customers whenever power supply may fall short in meeting demand. \u00a0The legislation also established the Texas Energy Reliability Council to improve coordination between state agencies and industry during extreme weather emergencies and extended power outages. The legislation implements significant reforms for ERCOT, a NERC Reliability coordinator, System Operator and Planner among other roles, including having eight fully independent board members part of the 11-member board.<\/p>\n<p>Additionally, on July 6, 2021 Governor Abbot of Texas sent a letter to the Public Utility Commission of Texas (PUCT) directing actions related to reliability improvement for the state:<\/p>\n                <\/div>\n            <\/div>\n                                    <div class=\"fx-accordion-right\">\n                <div class=\"fx-accordion__panels js-animated-content animated-content\">    \n                                        <article class=\"fx-accordion__panel js-accordion-item icon--collapse\" data-accordion-id=\"0\">\n                        <button class=\"fx-accordion__panel__toggle js-accordion-headline\" type=\"button\" data-accordion-id=\"0\">For the PUCT to order ERCOT<\/button>    \n                        <div class=\"fx-accordion__panel__content\">\n                            <p>To accelerate the development of transmission projects that increase connectivity between existing or new dispatchable generation plants and areas of need.<\/p>\n                                                    <\/div>\n                    <\/article>\n                                        <article class=\"fx-accordion__panel js-accordion-item\" data-accordion-id=\"1\">\n                        <button class=\"fx-accordion__panel__toggle js-accordion-headline\" type=\"button\" data-accordion-id=\"1\">Streamlining incentives within the ERCOT market<\/button>    \n                        <div class=\"fx-accordion__panel__content\">\n                            <p>To foster the development and maintenance of adequate and reliable sources of power, like natural gas, coal, and nuclear power.<\/p>\n                                                    <\/div>\n                    <\/article>\n                                        <article class=\"fx-accordion__panel js-accordion-item\" data-accordion-id=\"2\">\n                        <button class=\"fx-accordion__panel__toggle js-accordion-headline\" type=\"button\" data-accordion-id=\"2\">Instructing ERCOT to establish a maintenance schedule<\/button>    \n                        <div class=\"fx-accordion__panel__content\">\n                            <p>For natural gas, coal, nuclear, and other non-renewable electricity generators to ensure that there is always an adequate supply of power on the grid to maintain reliable electric service.<\/p>\n                                                    <\/div>\n                    <\/article>\n                                    <\/div>\n            <\/div>\n                    <\/div>\n    <\/div>\n<\/section>\n<!-- End Block: acf\/innerpage-accordion -->\n\n<!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-white-fog\">\n    <div class=\"container-fluid\">\n                    <div class=\"wysiwyg__wrapper\">\n        \n        <div class=\"row\">\n                        <div class=\"col-lg-12\">\n                                                                                \n                                                <\/div>\n\n                            <div class=\"col-lg-12 js-animated-content animated-content\">\n                    <h2>NERC Files Mandatory Cold Weather Standards with FERC<\/h2>\n<p>On June 17, 2021 NERC submitted to FERC for expedited approval three modified Reliability Standards applicable to utilities in North America:<\/p>\n<ul>\n<li>EOP-011-2 (Emergency Preparedness and Operations),<\/li>\n<li>IRO-010-4 (Reliability Coordinator Data Specification and Collection), and<\/li>\n<li>TOP-003-5 (Operational Reliability Data)<\/li>\n<\/ul>\n<p>The proposed changes in these standards would implement new requirements addressing cold weather preparation and operations as an effort to improve the reliability of the power system during extreme weather events. Generators will be required to implement plans for cold weather preparedness and enhance the ability of the Balancing Authority, Transmission Operator, and Reliability Coordinator to plan and operate reliably during cold weather conditions by requiring the exchange of information related to generator capability to operate. The proposed standards address recommendations arising from the July 18, 2019 FERC and NERC Staff\u2019s report on the causes of the previous January 17, 2018 cold weather event affecting the south-central United States.<\/p>\n<p>The FERC-NERC Joint Report on the 2021 cold weather events is still under development.
