Cox Petroleum<\/a> president and CEO Jeremy Mairs captured in one sentence what many tank truckers were thinking while listening to Quantix\u2019s<\/a> Troy Basso and Peterbilt\u2019s<\/a> Dusty Garland discuss their experience with fleet electrification.<\/p>\n

\u201cI don\u2019t like anything you have to say,\u201d he summarized, as diplomatically as possible.<\/p>\n

\u201cBut I\u2019m sitting here like, \u2018OK, what do I need to do?\u2019 I\u2019m trying to be a smart businessman. But how much do [battery-electric trucks] cost? Are my customers going to appreciate getting 20% less product every load at a higher rate [because of the battery\u2019s weight reducing payload capacity]? And I\u2019m going to be delivering fuel in an electric vehicle, so when I try to pull into a loading rack, are they even going to let me in?\u201d<\/p><\/blockquote>\n

All good questions, to be sure, and plenty more are worth asking.<\/p>\n

Unfortunately for Mairs, the answers aren\u2019t as abundant\u2014and even if they were, it doesn\u2019t matter.<\/p>\n

Cox operates 150 trucks in California, where the California Air Resources Board<\/a> is leading the charge on zero-emission vehicle (ZEV) adoption with the Advanced Clean Trucks (ACT)<\/a> regulation and Advanced Clean Fleets (ACF)<\/a> companion rule, which sets the path to meeting California Gov. Gavin Newsom\u2019s executive order<\/a> to end the sale of internal combustion engine (ICE) vehicles by 2035, and make California a \u201ccarbon-neutral\u201d state by 2045.<\/p>\n

The first milestone in the ACF rule\u2019s aggressive ZEV phase-in schedule is Jan. 1, 2025.<\/p>\n

\u201cThe expectation is by the spring of 2023, they\u2019re going to pass this regulation, in largely the same version we\u2019ve seen, with a few modified items, like refined definitions, and maybe clarified or additional detail in the exemptions, but without changing the overall effect of this rule, and it\u2019s going to be hard to make everybody happy,\u201d Sean Cocca, policy compliance director with clean transportation and energy consultancy TRC<\/a>, told Bulk Transporter after CARB\u2019s public hearing in October<\/a>.<\/p>\n
