municipal trash and construction debris and 6.3 million gallons of industrial liquid waste. It closed in 1965 \u2013 three years before the city of Carson was incorporated \u2013 and has been vacant ever since.<\/p>\n<p>TRC has already begun working on the first phase of the project \u2013 a 50-acre section that will be transformed into\u00a0<a href=\"http:\/\/www.macerich.com\/About\/News\/667722\" target=\"_blank\" rel=\"noopener noreferrer\">the Los Angeles Premium Outlets<\/a>, a high-end shopping destination with 150 stores spread across more than 400,000 square feet of retail space.<\/p>\n<p>The project entails regrading the site, performing compaction work on existing landfill locations, covering them with a multi-layer cap and backfilling.<\/p>\n<p>\u201cAfter decades, one of the best remaining undeveloped sites in the LA metropolitan area is finally beginning development,\u201d said Stuart Miner, co-founder of RE | Solutions. \u201cRES looks forward to working with the City of Carson, the Carson Reclamation Authority, and all the future vertical partners to reclaim the value in this tremendous property.\u201d<\/p>\n                    <\/div>\n    <\/div>\n<\/section>\n<!-- End Block: acf\/innerpage-half-text-half-image -->\n\n<!-- Start Block: acf\/wysiwyg -->\n\n<section class=\"wysiwyg section-padding bg-light-gradient\">\n    <div class=\"container-fluid\">\n                    <div class=\"wysiwyg__wrapper\">\n        \n        <div class=\"row\">\n                        <div class=\"col-lg-12\">\n                                                                                \n                                                <\/div>\n\n                            <div class=\"col-lg-12 js-animated-content animated-content\">\n                    <p>The impermeable landfill cap \u2013 a thick sheet of plastic that will be covered with soil \u2013 will contain the landfill waste, prevent surface water from running into the waste zone or the underlying groundwater and impede the release of any landfill gases.<\/p>\n<p>The site has been overseen by the California Department of Toxic Substance Control since 1988. The agency has spent $41 million on preliminary cleanup efforts.<\/p>\n<p>As far back as 1978 \u2013 when the landfill was little more than an illicit spot for locals to ride dirt bikes and hunt jackrabbits \u2013 the site was considered for an NFL stadium by the Los Angeles Rams. In 2015 the San Diego Chargers and Oakland Raiders resurrected the idea by proposing to build a shared stadium.
